This annex of the Rules contains a flowchart identifying the key stages in the audit process from the initial request for certification through to issue of the certificate. Pre-audit is not a documentation audit. Supplier must provide all required data prior to site visit. 

Prior to a site visit, assess the vendor remotely through product literature and submission of a preaudit questionnaire. When a vendor site audit becomes necessary, plan the audit s scope and focus and identify the audit team. Audit team members should include user group lead, information services groups (IT/IS/MIS), compliance, purchasing, and validation personnel. 

An audit report will be produced for each supplier, documenting the positive and negative observations made during the assessment of the response to the postal audit questionnaire and/or the site audit. All corrective actions must be followed up, possibly requiring further site visits, in order to ensure that nonconformance issues have been appropriately addressed in a timely manner to minimize the impact on project success. 

Within OECD, the inspectors are also undertaking mutual joint visits to review all the national GLP-monitoring programs. Each country is visited by a team, comprising inspectors of three other countries, and the program, inspections, and on-site study audits done by the country which is visited are evaluated and discussed among the inspectors.

Hampshire County Council is one authority that has adopted the Standard with some variations. A site visit should be carried out as part of each Stage of the Road Safety Audit. 

It is very important that a comprehensive site visit is carried out not only of the scheme itself but also of the surrounding area. Particular attention needs to be given to the tie-ins between the proposed scheme and the existing road network. HD 19/03 specifies that the whole Audit Team should visit the site together at all Road Safety Audit stages. Some local authorities relax these requirements by having one auditor visiting the site on smaller schemes. 

The Road Safety Audit Team, together with advisors, visits the site during daylight. The site visit should extend beyond the limits of the scheme to cover any issues with tie-ins.

To get where you want to go, you must know where you are starting from. A variety of self-audit mechanisms can be employed to compare your site processes with other recognized models of excellence such as VPP sites. Visiting other sites to gain firsthand information is also invaluable [7]. 

The audit should be based on document review, selected interviews, and observations on operations during site visits.

At Stage 3, it is recognised as good practice for the Road Safety Audit Team to be accompanied by a pohce officer and a representative of the organisation that will be responsible for future maintenance. These people are seen as advisors, and are not part of the Road Safety Audit Team. It is the responsibility of the Road Safety Audit Team Leader to invite these parties to the site visit.
