Key documents that are developed during the planning stages can be used to focus and direct the compliance strategy, to outline the health and safety program/plan requirements, and to establish work controls. These documents are usually developed after contract award and before mobilization. 

The primary document outlining risk assessment methods in the U.S. Department of Defense is a Military Standard, Ref. 39. This document requires a well-documented system safety program, based on risk assessment methods to be included in all new Department of Defense systems and facilities. Hazards analyses of the systems are mandated by this publication. 

Residual risks should be formally accepted and documented as outlined in the acceptance criteria and the system safety program plan (Fig. 11-5). 

Motor Vehicle Guidelines for Employers— This document offers useful information to help employers design an effective driver safety program in their woikplace. It features a 10-step program outlining what an employer can do to improve traffic safety performance and minimize the risk of motor vehicle crashes. It also includes success stories from employers who have benefited from effective driver safety programs (2005).

You will be in a better position to manage yom documentation and be ready for a compliance review if you adopt operating principles that are outlined in this book. That is to say, if you develop and promote a strong safety management philosophy, implement safety goals, policies, and procedures consistent with that philosophy, and continuously monitor the effectiveness of your program, paperwork management will be a matter of routine.
