Safety, health, environmental outline

Although Health, Safety, and Environmental (HSE) activities are often grouped together and are often directed by a single manager, the three topics are actually quite distinct from one another. Table 7.1 gives who or what is covered by each of the elements of HSE and outlines the geographical scope and time line for each of those elements.

The scope is briefly outlined of Chemmate 3.1 from Atrion International, which integrates environmental modules obtained through the company s acquisition of Chemtox and Environmental Software Associates. The software system, which is directed to the environmental, health, safety and transportation sector is claimed to be the first commercially available end-to-end regulatory compliance management solution. 

AECL has evaluated some of the basic information and development requirements in some detail (24, 25) and has outlined the type of fuel recycle development program which would be required. It would involve research and development of thorium fuels and fuel fabrication methods, reprocessing, demonstration of fuel management techniques and physics characteristics in existing CANDU reactors and demonstration of technology in health, safety, environmental, security and economics aspects of fuel recycle. 

Throughout the standard, the words process , processes , implemented , and continual improvement are often repeated. That is also the case in the previously cited standards on quality and environmental management. ZIO is based on a continual improvement approach. The standard outlines the processes to be put in place, not the specifics, to have an effective safety and health management system. 

In the example company that developed this lean design process, its use commences when an assumption is made that a project is of such magnitude that it will require following the steps outlined in its Request for Capital Expenditure Procedure. For purchases below the capital expenditure request level, the basics in the process are applied, but not as extensively. For example, if the machine shop supervisor submits a request to purchase a metal cutting saw, safety considerations would be established and they would have to be reviewed by environmental, health, and safety professionals as well as more than one level of management. Those safety requirements would be included in the purchase order. After receipt and installation of the equipment, a safety validation would be made. 

The outline of the environmental health business is shown in Table I. This field includes indoor consumer products such as household insecticides, outdoor consumer products such as those for pest control, and public-health related products for mosquito abatement and professional vector control. All these products are required to have superior safety characteristics. The size of the world market for the environmental health business in terms of retail sales is also shown in Table I. The market size is estimated to be roughly 7.2 billion dollars overall, of which about 70%, or 5.0 billion dollars, represents the indoor use insecticide market. The size of the outdoor use insecticide and public health insecticide markets is 1.4 billion and 800 million dollars, respectively. 

The policies delineated in the handbooks were developed by consensus of a campus safety and health committee, facilitated by the Director of Environmental Health and Safety and represent one part of the administrative scope of the EH S Center program. The policies also outline the University safety committee structure, EH S Center authority, and the other elements necessary to provide administrative support to the EH S programs.
