Policies that relate to road users and their behaviour fall within the safer road users category of the Safe System approach to road safety. Within a safe road system, road safety authorities and road users are understood to share the responsibility of using the system safely and responsibly. Behavioural adaptation to road user-related policies can potentially take many forms, and so it is best if consideration of the potential for behavioural adaptation is conducted on a case-by-case basis. In this section, four examples of behavioural adaptation to road user policies are presented the requirement for vehicle occupants to wear seat belts, bans on mobile phone use by drivers, policies related to impaired driving, and the use of road safety cameras to monitor and change driver behaviour. [Pg.186]

Automated road safety cameras use image capture technology to monitor and/or enforce traffic control laws, and to deter future illegal behaviours for example, to prevent speeding or running red traffic lights. The introduction of road safety cameras for enforcement purposes came about as a result of concerns that conventional enforcement mechanisms (e.g., police interception at the roadside) were not able to keep pace with increased traffic volumes and vehicle travel (Decina et al, 2007). [Pg.192]

Sohd tantalum capacitors have a high volumetric capacitance which makes them attractive for use in miniaturized electronic systems like cellular telephones, hand-held video cameras, and personal computers. The insensitivity of their capacitance to temperature and their abiUty to operate at temperature extremes explains why these devices are used in such harsh environments as automobile engine compartments. Safety Considerations. High-power lasers raise a number of safety issues. There are the flammability and the toxicity of dye solutions. Most importantly, the eye hazards of laser radiation require careful shielding of the beam, and interlocks that restrict access to the laser room and to the dome. The laser could also dazzle aircraft pilots if they look directly down the beam. It is therefore necessary to close a shutter in the beam when a plane comes too close, either manually by human spotters, or automatically by use of radar, thermal IR or CCD cameras. Care must also be taken to avoid hitting overhead satellites in the case of pulsed or high power laser systems. [Pg.221]

Safety Systems. A safety system is provided with built in safety shutdowns and emergency stop buttons. Crash buttons are located in the laser room, the laser table enclosure and the dome. The laser system is tied into the Observatory emergency stop system. Included both in the laser room and on the laser table are surveillance cameras, heat exchangers, alcohol sensors and fire detectors. In addition to personnel safety features, extensive interlocks have been installed in the laser to prevent the operator from inadvertently damaging it. [Pg.238]

Toxic operations must be supported by a good communications system. In laboratories where communications are inadequate, workers will naturally use "runners" for communication needs. This practice results in avoidable traffic in and out of toxic areas which increases the opportunities for contamination to spread. In emergencies, a phone or intercom can help ensure that assistance is tailored to the actual need. An "all purpose" response to an alarm will normally be less rapid at a time when speed may be of the essence. Video cameras trained on critical operations add a measure of safety, but annoy the workers who may feel that the purpose of the system is to "spy" on them. As a minimum, the laboratory doors should have windows so that entering personnel don t blunder into a rapidly developing scenario. [Pg.238]
