Safety and health movement

The safety and health movement has come a long way since the mid-1800s. It took a long time and paradigm shifts by both society and business management before safety and health was recognized as an important facet of every job and that it added to efficiency and profitability. 

Specific health problems associated with the workplace have contributed to (he development of the modem safety and health movement. These problems include lung diseases in miners, can-c s caused by contact with various industrial chemicals, and lung cancer tied to asbestos. Widely used accident prevention techniques include failure minimization, fail-safe designs, isolation, lockouts, screening, personal protective equipment, redundancy, and timed replacements. 

Exceptions to the preceding requirements would apply where explosionproof equipment is needed building ceiling heights are such that the standard 3.7-m (12-ft) lift is all that wih ever be needed and loads will never exceed 1 to 1.5 tons. Biomechanics considers safety and health implications of mechanics, or the study of the action of forces, for the human body (its anatomical and physiological properties) in motion (at work) and at rest Mechanics, which is based on Newtonian physics, consists of two main areas statics or the study of the human body at rest or in equilibrium, and dynamics or the study of the human body in motion. Dynamics is further subdivided into two main parts, kinematics and kinetics. Kinematics is concerned with the geometry of motion, including the relationships among displacements, velocities, and accelerations in both translational and rotational movements, without regard to the forces involved. Kinetics, on the other hand, is concerned with forces that act to produce the movements. 

Reviewing the history of occupational safety and health conflicts in the United States is not like, say, surveying agrarian populism or the development of central banking. There are no more than a handful of historians who specialize in this area, and much of the relevant material emerges as a byproduct of other interests - labor movement history, public health, etc. Moreover, the studies that have been produced are, with few exceptions, narrative accounts of individual issues or episodes no one has yet attempted a general siunmary of this disjointed and widely scattered literature. It is not possible, then, to prove the existence of general patterns in the history of occupational safety. Nevertheless, anyone who reads a reasonably broad selection of works in this area cannot fail to identify two conunon themes. ... 

Safety and health awareness has a surprising history that dates as far back as the time of the Egyptian pharaohs. The Code of Hammurabi, named after a Babylonian king circa 2000 BC, contained clauses that could be interpreted as early attempts at workers compensation. There is also evidence of concern for safety and health during the time of the Roman Empire. This chapter examines the history of the safety movement in the United States and how it has developed over the years. 

The persistent and continued increases in death and injuries in industry were the primary reasons behind passage of the Occupational Safety and Health Act of 1970 (OSHA) and the Federal Mine Safety Act of 1977. These federal laws, particularly OSHA, represent the most significant legislation to date in the history of the safety movement. Table 2-1 summarizes some significant milestones in the development of the safety movement in the United States.

Employment. The final WC effect we consider concerns the distribution of workers across safety levels. Figure 4.6 shows the movement of workers across the risk spectrum caused by increasing the rate of income replacement from 0.5 to 1.5 with no enforcement and with maximum enforcement of OSH A safety and health standards. WC benefits lead workers to relocate away from relatively safe toward relatively hazardous workplaces. An increase in the rate of income replacement from its baseline 0.5 level to 1.5 attracts an additional 87,700 workers, almost 1 percent of the workforce in our model, to high-risk jobs (0.002 < tt < 7i ) when OSHA safety and health standards are totally absent. However, more generous WC benefits also... 

The industrial revolution spawned a major safety movement. The result was government laws and regulations aimed at protecting workers. Early in 1900, many new organizations devoted to safety and health were founded. One surviving example is the National Safety Council. There were many others at national, state, regional, and industry levels. Many no longer exist. Another derivative of the industrial revolution is workers compensation, the idea that workers receive compensation for work-related injuries.
