Role of public

One major player and systems driver has proven to be especially powerful in many cases. It is the role of publicity, the media and public interest groups and they deserve particular attention. Scandals and scandalmongering are among the most effective drivers for the substitution of hazardous substances. In some cases, public debates have influenced the state institutions as well as the more usual commercial interests.

It is difficult to prevent some personal biases from entering professional attitudes. However, professionals serving the public interest must render an unbiased presentation of the facts if the role of public opinion in the decision-making process is to be valid. Professionals must adopt an unbiased attitude, even in those circumstances where they have personal beliefs which may differ from the facts.

Liliana B. Andonova is Assistant Professor of Government and Environmental Studies at Colby College. She is the author of Transnational Politics of the Environment The European Union and Environmental Policies in Central and Eastern Europe (MIT Press). The book compares the regulatory reform and implementation of chemical safety and air pollution policies in three CEE countries Bulgaria, the Czech Republic and Poland. One of the most frequent criticisms about the role of public stakeholders in the RAP process is that public opinion is very often driven by one or more public interest groups that do not adequately reflect the views of the local public. This criticism emanates from both the Army and state regulators. Public stakeholders, for their part, often perceive that the Army—and, to a lesser extent, the states—makes decisions about, for instance, which technology should be used for a particular application and then seeks public approval after the fact. Public involvement is discussed more completely in Chapter 5 of this report.
