Full drug development involves management of the whole project from early proof of concept to post-launch activities. The very large financial and human resource costs associated with scale up of a development project from early phase work through to Phase 111 and launch in major markets require that the risks associated with the investment are managed appropriately. 

In this chapter we provide an overview of the chemistry of the lower and upper atmospheres. In Chapter 2, we illustrate how this chemistry plays a critical role in the concept of an integrated atmospheric chemistry system —a loop that starts with emissions (anthropogenic and natural) and ultimately closes with scientific health and environmental risk assessments and associated risk management decisions for the control of air pollutants. 

Quality by Design The incorporation of functional relationships between inputs, parameters, and product quality (or efficiency), which inherently imply magnitude and directionality, enables the use of a process design space as a tool for multiobjective process optimization. Furthermore, the model-based representation of knowledge is compatible with concepts of risk management, enabling more flexible operation since the risk associated with extrapolation could be predicted. 

Consistent with these hypotheses is the finding that continuous infusion of the opioid into the epidural or intrathecal space provides optimal pain relief postoper-atively or in chronic, intractable pain.2 40 83 Continuous infusion is associated with certain side effects, especially nausea and constipation, as well as the potential for disruption of the drug delivery system.24 57 77 Problems with tolerance have also been reported during continuous administration,27 but it is somewhat controversial whether tolerance really develops when these drugs are used appropriately in the clinical management of pain (see section on Concepts of Addiction, Tolerance, and Physical Dependence ). Hence, the benefit-to-risk ratio for continuous epidural or intrathecal infusion is often acceptable in patients with severe pain. This method of opioid administration continues to gain acceptance.24 57... 

This Concept Series book supports several of the twelve elements of process safety enunciated in Guidelines for the Technical Management of Chemical Process Safety, including process knowledge and documentation, process risk management and enhancement of process safety knowledge. The purpose of the book is to assist designers and operators of chemical facilities to understand and reduce potential hazards associated with static electricity. 

The concept is widely used in management sciences and as it is now fully recognized that environmental problems develop ever more into management problems, it has been considered normal for many a decision taker to deal with health risk management in a manner similar to that used in economic risk choices and cost estimations. This cannot be done without serious warnings and a careful categorisation of the diverse problem or subfields in risks associated with environmental pollution. 

In the past decade there has been increased emphasis on drug safety, and more public visibility of safety problems. The volume of reports now exceeds 250 000 spontaneous reports per year, and adverse events have been highlighted in the medical sector and also in the media. In parallel, the FDA has focused more intently on this area in both NDA reviews and in the postmarketing period. This has accompanied withdrawals of a number of products, such as cisapride, phenylpropanolamine and terfenadine, and special scrutiny of products associated with particular adverse events, such as cardiac arrhythmias (torsades de Pointes ) and hepatic necrosis. The result has been an emphasis on the concept of risk management of a product. Tang showed that supply chain risk can be treated through mitigation, using strategic and tactical plans (Table 5.4). This type of impact on risk is associated with the business continuity management (BCM) concept - see Section 5.2, which includes the contingency plans developed at operational level. 

Use of a variety of system safety concepts and tools, such as the order of precedence for hazard reduction, the hazard severity and probability tables, and the hazard risk matrix, will assist the analyst in determining the appropriate risk assessment code to assign to a particular hazard risk. The RAC will prioritize for management the specific level of risk associated with a specific, identified hazard concern. 

The concept of regulation is often discussed but not necessarily well defined. Regulation has of course been a fundamental way in which risks—scientific and societal—associated with certain activities or actions have been traditionally managed or controlled by governments (Little, 2004). This will be no different with respect to nanotechnologies.
