The call for tmi is seldom accompanied by sound advice about how and how much tmi is needed or even what it is needed for. It is difficult to define, yet it could be the most important factor in project success.

I had a plant purchasing manager that had developed a friendship with the salesperson from one of the eliminated suppliers. He continued to try to give business to the removed supplier. It took top management involvement to get this issue resolved and the supplier removed. The supplier then hired a new salesperson from the customer compare who tried to get the business back through the contacts that he had inside the compaity. It did not work. Companies will try all kinds of tactics to get business. 

For a successful implementation of ECR, different requirements have to be met. First, the identification of strategic objectives by top-management and their internalization within the whole company is the starting point for the implementation of ECR and a sustainable development of a company (Mentzer et al, 2000 Homburg et al, 1997). The so-called 80 20-rule states that the soft facts such as human behaviour and, especially, the commitment of the management are relevant for the success rate of cooperation up to 80 percent. Merely 20 percent depend on the hard facts, such as resources and infrastructure (Von der Heydt, 1999). Different empirical studies emphasise the close relationship between the top-management involvement and conviction and the success of cooperation (Mentzer et al, 2000, Homburg et al, 1997).

NIOSH recommends than an organization establishes and communicates a clear goal and objective for the safety and health program and to provide visible top management involvement in implementing the program.

Bringing the district to an acceptable level of performance would require a long-term and sustained top management involvement and would necessitate major changes in strategy, structure, and management personnel.

While some of the top management involvement will be evident by the fact that you have a policy and goals that incorporate safety, really, actions speak louder than words. If top management gives high priority to safety and health protection in practice, others will see and follow. If not, a written or spoken policy of high priority for safety and health will have little credibility, and your workers will not follow it.
