Health and Safety Aspects. Worldwide, there is continuing pressure by environmental and human toxicologists to reduce the use of heavy metals such as lead in every application. In the United States, the EPA and OSHA provide regulations over the producers and users of lead stabilizers. The permissible exposiu-e level (PEL) of workers is regulated at 50 of airborne lead per 8-h workday. 

Safety cases were subsequently extended to other sectors, particularly those in which there is the potential for major loss of life such as rail, nuclear and defence. While the scope, content, structure, regulation and organisational aspects of safety cases and safety case regimes necessarily varies among the different sectors, the overall purpose and nature of a safety case remains the same to demonstrate by argument and evidence that a system is safe. 

It requires professional judgement to determine the suitability of safety management systems and safety aspects of products, for example, in securing compliance with legislation. Parties involved will have to spend much time and money to find and train personnel with the necessary competence to perform these tasks. For inspectorates however the move to self-regulation is often accompanied by a reduction in available resources. The cost of specially trained personnel and expensive equipment are too much of an expense today to be passed on to the taxpayer. 

Significant in this case are the health and safety aspects of potentially hazardous chemical substances, radioactive substances, raw materials of all types and specific hazards associated with the handling of these materials. Adequate and suitable information on their correct use, storage and disposal must be provided by manufacturers and suppliers, and there may be a need to assess potential health risks in accordance with the Control of Substances Hazardous to Health Regulations 1988 (COSHH). 

Below are some of the pertinent federal requirements. Following several of them are related suggestions and recommendations, which this information source believes are also necessary or important to follow, even though they may not be part of the regulations. These are printed in italic type. The most important recommendation that this chemical manufacturer makes is that workers be familiar with the health and safety aspects of TDI, and that they use the proper protective equipment when contact with this product is possible. 

Certain types of equipment are specifically excluded from the scope of the directive. It is self-evident that equipment which is already regulated at Union level with respect to the pressure risk by other directives had to be excluded. That is the case with simple pressure vessels, transportable pressure equipment, aerosols and motor vehicles. Other equipment, such as carbonated drink containers or radiators and piping for hot water systems are excluded from the scope because of the limited risk involved. Also excluded are products which are subject to a minor pressure risk which are covered by the directives on machinery, lifts, low voltage, medical devices, gas appliances and on explosive atmospheres. A further and last group of exclusions refers to equipment which presents a significant pressure risk, but for which neither the free circulation aspect nor the safety aspect necessitated their inclusion. 

The safety aspects of pdot-plant constmction and operation will continue to grow driven by both regulation and an increased awareness of the potential hazards. This will also require specialized skills and training at ad. levels. 

An important aspect of environmental, health, and safety laws and regulations is enforcement. Eederal, state, and local regulatory authorities usually have large enforcement sections. In the environmental area, compliance audits are usually conducted aimually. OSHA, both federal and state, usually audits based on a faciHty s accident/incident rate.

This is the primary legislation concerning the gas industry in the UK, together with certain section of the Gas Act 1972 and the Gas Act 1965 which have not been repealed. The Gas Act does not have great relevance to safety aspects of gas utilization. However, specific regulations can be published under this enabling Act.
