Depression, we are told over and over again, is a brain disease, a chemical imbalance that can be adjusted by antidepressant medication. In an informational brochure issued to inform the public about depression, the US National Institute for Mental Health tells people that depressive illnesses are disorders of the brain and adds that important neurotransmitters - chemicals that brain cells use to communicate - appear to be out of balance . This view is so widespread that it was even proffered by the editors of PLoS [Public Library of Science] Medicine in their summary that accompanied our article. Depression, they wrote, is a serious medical illness caused by imbalances in the brain chemicals that regulate mood , and they went on to say that antidepressants are supposed to work by correcting these imbalances.

Editors from the Royal Society of Chemistry, the American Physical Society and the Public Library of Science, shared details and challenges of the cost structure of their publications with participants. 

Siegel talked about the Public Library of Science (PLoS) and its business model. This model involves recovering all of the costs of publication (including peer review, production through the on-line version, and all associated overhead costs) through up-front publication charges. Up-front charges are currently set at 1500 per submission. 

Participants discussed open access (OA) and OA pnblishing. The Budapest Open Access Initiative (BOAI)— which arose out of a meeting convened in Budapest by the Open Society Institute (OSI) on December 1-2, 2001, to accelerate progress in the international effort to make research articles in all academic fields freely available on the Internet—was discussed, and speakers talked abont the OA publishing models of the Public Library of Science and the Proceedings of the National Academy of Sciences (PNAS).

Vivian Siegel described the Public Library of Science as a public charity with a mission to make the world s scientific and medical literature a freely available public resource. A way to achieve this mission is to launch open-access journals. PLoS Biology was launched in 2003, PLoS Medicine in the fall of 2004. Publication is the final and often the only tangible product of research. In an electronic era, it is possible to think about pubhshing as service providing and assign a fixed cost to the value that publishers add.

In addition, most publishing organizations require authors to begin their work with an abstract, which is subsequently entered into a database. Databases, using these abstracts and key words from the work, are then sold (although some are publicly available, e.g.. Public Library of Science [PLoS]) to commercial organizations (pharmaceutical companies, chemical producers, and so on) and universities.
