The Fundamental Principle. The engineer as a professional is dedicated to improving competence, service, fairness, and the exercise of well-founded judgment in the practice of engineering for the public, employers, and clients with fundamental concern for the public health and safety in the pursuit of this practice. 

Engineers, perceiving a consequence of their professional duties to adversely affect the present or future public health and safety, shall formally advise their employers of clients and, if warranted, consider further disclosure. 

As there are literally thousands of polymers on the market, a useful search starting point is NSF International (www.nsf.org), an EPA-sponsored, public health and safety company. 

If a dmg regulation system is to bring about the ultimate outcome of protecting public health and safety, certain stmctural and process arrangements must be securely in place. 

Established in 1894, AOAC International is an independent association of scientists and organizations in the public and private sectors devoted to promoting methods validation and quality measurements in the analytical sciences. AOAC has a mission to ensure the development, testing, validation, and publication of reliable chemical and biological methods of analysis for foods, drugs, feed-stuffs, fertilizers, pesticides, water, forensic materials and other substances affecting public health and safety and the environment. 

The Department of Homeland Security has funded preliminary studies to elaborate specific chemical/biological threat vectors and to increase understanding of airflows in several terminals and boarding areas of San Francisco International Airport and Albuquerque Airport. The law provides that each product must be registered before it can be sold legally in the state. Registration acts as a screen by which worthless and untried products are withheld from the market. Registration may be refused, after hearing, for any economic poison which is of little or no value for the purpose for which it is intended, or which is detrimental to vegetation (except weeds), to domestic animals, or to the public health and safety when properly used, and there may be required such practical demonstration as may be necessary to determine the facts. 

Yucca Mountain may be the most studied area in history. The federal government claims that the environmental effects of the repository will be small and have essentially no adverse impact on public health and safety. These claims have been challenged and there has not been the political will to go ahead with the site. 

Again, it is important to point out that the chemical industry provides products and materials that are essential to the U.S. economy and to the so-called good life, the standard of living we presently enjoy. In addition to the economic consequences of a successful homegrown or foreign terrorist attack against chemical industry facilities, there is also the potential of a threat to public health and safety and the environment. 

Some points to consider related to the six basic elements listed above are included in table 5.1. The manner in which the vulnerability assessment is performed is determined by each individual water/wastewater utility. Throughout the assessment process it is important to remember that the ultimate goal is twofold to safeguard public health and safety and to reduce the potential for disruption of a reliable supply of chemicals. 

Marielle Brinkman and her colleagues at the Battelle Memorial Institute do some of the analytical chemistry described in this book work that demonstrates that lawn chemicals do not stay put. Not only has her work on public health and safety been an inspiration, but her carrying it out in a laboratory institution otherwise known for developing weapons of mass destruction is a wonder. She is a well-hidden but paramount example of those Donna Haraway has called allies in the laboratory. 

The new Regulation allows Member States to supply, on compassionate use grounds to certain groups of patients, unauthorised human medicinal products that are required to use the centralised procedure. This wiU allow patient access to certain imauthorised products, provided there are adequate public health and safety grounds. In addition, for centrally authorised products, a new provision will be introduced that allows the conditional authorisation of medicinal products in defined circumstances, provided there are justified reasons (such as the products of public health interest). The conditions imder which the authorisation is made would be reassessed on an annual basis. The EC has also agreed to estabhsh the circumstances in which small and medium-sized companies may pay reduced fees, defer pa)nnent of fees or receive administrative assistance.

The Therapeutic Goods Administration (TG A), as part of the Commonwealth Department of Health, has the responsibihty for administering the Act. It applies a risk management approach to therapeutic goods regulation, which is intended to ensure public health and safety while minimising the regulatory burden and associated costs. 

The mission of the U.S. Nuclear Regulatory Commission (NRC) is to regulate the nation s civilian use of by-product, source, and special nuclear materials to ensure adequate protection of public health and safety, to promote the common defense and security, and to protect the environment. 

Open-pit disposal as practiced by certain operators is not acceptable in our oil fields because they are located in the vicinity of residential areas frequented by the public. Open pits with a floating oil film would pore public health and safety hazards. 

Finding 1. Consistent with the Stockpile Committee s prior recommendation that the CSDP use technology that will minimize overall risk to the public and to the workers at each site, protecting the health and wellbeing of the workforce at chemical agent disposal facilities is an overarching priority, on a par with protection of the public health and safety. 

Although NARM is not a radioactive material defined in AEA, DOE is responsible for management and disposal of NARM waste generated by any of its authorized activities, based on the provision of AEA that all DOE activities must be protective of public health and safety (AEA, 1954). Current DOE policy specifies that NARM waste is to be managed as mixed waste under AEA and RCRA or TSCA (1976) if the waste is hazardous under either of the latter two laws (DOE, 1999c). Thus, all issues that arise in management and disposal of DOE s mixed low-level waste (see Section 4.3.3) also apply to DOE s mixed NARM waste.
