But while recognizing these limitations in our laws and the imperfections of our regulatory institutions, let us now move on to the specific risk management approaches that are applied to the many sources of risk. As mentioned earlier, these brief reviews are of limited scope and emphasize only the various ways in which risk assessment results figure in risk management decisions.

Results from the risk assessment are used to inform risk management. The risk manager uses the risk information in conjunction with factors such as the social importance of the risk, the social acceptability of the risk, the economic impacts of risk reduction, engineering, and legislative mandates when deciding on and implementing risk management approaches. 

The regulatory framework is based on a risk management approach designed to ensure public health and safety while, at the same time, freeing industry from any unnecessary regulatory burden. 

Once the precautions that are needed to control exposures are determined, the next step is to compare the level of controls needed against what controls are already in place. There frequently are multiple control strategies that will minimize the potential for exposure. The determination of which control strategy is the best to use is determined by the hierarchy of control principle. It is quite clear that traditional risk assessment and risk management approaches are not working sufficiently well in the field of chemicals policy, in particular not in cases of high uncertainty. The traditional approach could hardly deal with the early chemical problems, characterised by evident impacts such as acute effects, and is even less effective in the present situation, with globalised flows of articles that contain hazardous chemicals and the resulting complex chemical cocktail, which may cause diffuse but significant adverse effects on human health and the environment.

Such considerations have considerable consequences for chemical risk management approaches, such as when setting environmental taxes and overall pollution prevention.

It should see the threat in an entirely new way. It should not rely solely on the notion that the mobility of ships at sea is adequate defense against this threat in the era of asymmetric conflict. The Navy should look well beyond passive defenses to understand the full contours of a CW or BW defense posture. It must plan on the basis of a risk-management approach and train and test to refine its TTPs.27... 

The Navy, and with it the Joint Chemical and Biological Defense Program, should shift from a philosophy dominated by contamination avoidance toward an approach based on risk management which assumes that contamination will happen and focuses on managing the response. The foundation for a risk management approach should come from the doctrine development efforts at the Navy Warfare Development Command (as recommended in Chapter 3 of this report) and from the results of the operational net assessments in each area of responsibility (as recommended in Chapter 3).
