Government policy

For decades, FDA has worked with product manufacturers to request, and to help carry out, the recall of illegal products from the market. Courts have disagreed on whether the FD C Act authorises an injimction that includes a requirement for product recall. As a practical matter, however, the precise legal authority of FDA on this matter is irrelevant. Manufacturers routinely cooperate with FDA on the recall of any dangerous product. Nonattainment. EPA issued final rules for the Emission Offset Policy governing development in nonattainment areas. A new source must apply the lowest achievable emission rate (LAER) for the problem pollutant and must obtain a more than equivalent offsetting emission reduction from existing sources. Either the existing sources can be owned by the same company, or the reduction can be bought from other companies. In this way, new growth is allowed while air quality improvement is achieved. 

The Occupational Safety and Health Act (OSHA) covers a broad range of issues relating to worker health and safety, many of which impact the power generation industry (16,17). The Act sets standards designed to protect worker health and safety, particularly in industrial settings. The Occupational Health and Safety Administration, organized under the U.S. Department of Labor, implements and enforces OSHA standards and periodically updates policies governing worker health and safety.

The PHS policy governing exclusive licenses, including those granted under CRADAs, requires that prices of commercial products be commensurate with the extent of public investment in the product, and the health and safety needs of the public (486). The policy further states that licensees may be required to provide reasonable evidence to support their pricing decisions, To date, this policy has been implemented only in one case—the antiviral ddl, manufactured under an exclusive license by Bristol-Myers Squibb. 

The exact policies governing the EU centralized and mutual recognition procedures and the U.S. PD UFA law are well defined and published, and will not be reviewed here in further detail.

Implementing GHS does not change most aspects of the pesticide management. It does not affect supplemental information required on labels such as directions for use or additional hazard information that does not contradict or detract from GHS label requirements. It also does not impact testing methods for health and environmental hazards, data requirements, the scope of hazards covered, policies governing the protection of Confidential Business Information, or risk management measures. 

Appropriate clothing should also be addressed by the PPE policy. Governing open-toed shoes, long pants, aprons (rubber preferred), hair tie-backs and gloves can save future confusion. Remember that the policy includes all, including instructors and TAs. 

One would think that bullying would be considered discrimination in the workplace. However, that is not the clear rule, nor do company policy, government regulation, and law define it as such in all cases. The U.S.A., Japan, and Europe are the key markets for the international pharmaceutical industry and make up around 80% of global pharmaceutical sales (2). However, there are major differences in the financial policies, government roles, and cultural expectations of these maricets which have affected the investment efforts and influenced those of the industries in the regions. 

To be able to form and implement new policy, governments need to see both a high level of community support and an acceptable path to implementation. It is time traffic safety professionals became interested in developing and promoting implementation plans.
