Policy advice

Complementary medicines are most frequently listed rather than registered, but this depends on the ingredients and claims made. The document Guidelines for Levels and Kinds of Evidence to Support Indications and Claims was developed to assist sponsors in determining the appropriate evidence to support indications and claims made in relation to complementary medicines, sunscreens and other listable medicines, and is available from the TGA website. The Complementary Medicines Evaluation Committee (CMEC) provides scientific and policy advice relating to controls on the supply and use of complementary medicines, with particular reference to the quality and safety of products and, where appropriate, efficacy relating to the claims made.

In any case, the plant engineer has a responsibility to keep careful account of all the costs incurred, which may be recoverable in whole or part under the policy, and submit appropriate invoices to the insurer. He also has an obligation to minimize these costs insofar as this is reasonably compatible with achieving his objective, which will be to restore normal production. The insurer may have access to sources of replacement plant items or to specialist repairers of whom the plant engineer is not aware, and advice on these matters is part of the service provided by the insurer. 

It is very important to understand that an insurance policy is a legal document, and insurance negotiations should be approached on this basis. Insurance contracts have a detailed legal background of both case law and common law in the interpretation of their provisions. Professional insurance advice from a reputable source, whether an insurance company or an insurance broker, is essential if problems are to be avoided. 

Whereas the Health and Safety Commission is responsible for the development of policies in the health and safety field, the Health and Safety Executive, being a separate statutory body appointed by the Commission, will work in accordance with directions and guidance given by the Commission. The Executive will provide advice on health and safety to both sides of industry and will enforce legal requirements. 

Many accidents occur because the operator or maintenance person does not understand the hazards involved or has not been instructed on the precautions to be taken. The policy document should identify the main hazards within the company with advice on which rules must be obeyed while carrying out a hazardous task. General rules should also be included to cover items such as untidy work areas, replacement of guards, the use of protective cloth-ing/equipment where appropriate, safe working practices in handling goods and materials, etc. It is essential that on the introduction of new products, processes, operations or plant and equipment that any hazards associated with these are brought to the attention of all concerned. 

You should consult your employees (through safety representatives, if you have any) about the policy statement. Everyone should be able to see from the policy statement exactly who is responsible for different things, such as advice, reporting an accident, and first aid. 

Treating solely negative effects without treating sources will undoubtedly fail in the long run. Therefore, I strongly advice politicians and other policy makers to treat the source of the adverse effects. This can be done by closer collaboration... 

The keystone of managing chemical reactivity hazards is line responsibility. The "line" referred to here is the chain of command and authority that extends from the operator to the chief executive officer of the company. When all the advice and consultation is gathered relative to an issue, such as from relevant area experts and safety personnel, it is the business responsibility to provide leadership. It does so by communicating values, setting policy, making appropriate decisions, allocating the necessary resources, and following up to ensure implementation.

The suggestion to use prevailing transaction prices is also less straightforward than it seems for new products. In country U, analysts would need to estimate what the price for the new product would be. Not only is this difficult, but it is virtually certain that the price will depend on the public insurer s reimbursement policy if patients covered by the public insurer are to be major users of the new product. In country T, where prices are negotiated, the advice to use average price obviously presents a complex problem of simultaneous decision making. The public insurer cannot decide whether to reimburse the new product until it knows its price, but that price will be highly dependent on what the reimbursement is.
