Planned Demonstration Projects

The technologies and projects discussed in this guidebook will provide the bases for full commercialization in the next decade. Beyond the year 2000 it is anticipated that further improvements in gas turbine cycles and the integration of gasification with molten carbonate fuel cells will provide further gains in efficiency and overall performance.

Land purchases and many of the costs associated with faciUty development can be accompHshed with long-term loans of 15 to 30 years. Equipment such as pumps and tmcks are usually depreciated over a few years and are funded with shorter-term loans. Operating expenses for such items as feed, chemicals, fuel, utilities, salaries, taxes, and insurance may require periodic short-term loans to keep the business solvent. The projected income should be based on a reaUstic estimate of farmgate value of the product and an accurate assessment of anticipated production. Each business plan should project income and expenses projected over the term of all loans in order to demonstrate to the lending agency or venture capitaUst that there is a high probabiUty the investment will be repaid. 

There are several initiatives for the development and demonstration of CCS worldwide. For instance, the European Union has an ambition to deploy 10-12 full-scale CCS demonstration projects within Europe by 2015, testing various ways of integrating CCS in coal and gas-fired power generation it also aims for CCS to be commercially viable for all new fossil fuel power plants by 2020, with existing plants progressively retrofitted (EC, 2007). Other pilot and demonstration plants are planned in the United States, Australia and China.5... 

Portugal - the EDEN project s an 8 million demonstration project directed at establishing the basis of a National Plan investigating the viability the production of energy using fuel cells. EDEN is operated cooperatively between the research laboratories and universities INETI, INECI and 1ST and industrial companies CPPE, EFACEC and AUTOSIL.

Capturing and storing 200 to 400 Mt C annually by 2050 is a huge task. On the order of a thousand projects the size of the first two C02 geological storage demonstration projects (discussed below, in the subsection CCS Demonstration Projects ) would be required. These projects each capture and store about 300,000 metric tons C/yr. This is also the scale of CCS planned for the proposed FutureGen Project (see below). 

Conduct Fleet Demonstrations. The CaFCP will facilitate members placement of up to 300 fuel cell cars and buses in independent, fleet demonstration projects within the state during this phase. CaFCP members plan to focus these vehicles primarily in two main areas—the greater Los Angeles region, and the Sacramento-San Francisco area. 

Conduct Fuel Demonstrations. The CaFCP members plan to construct fuel stations to support the independent demonstration projects. By concentrating vehicles and supporting refueling stations in defined regions the members will be able to focus resources more effectively in these early deployments. Fuel station interoperability— common fit fueling protocols—will allow all vehicles to utilize a growing network of fuel stations. 

WHO Guidelines on Situation analysis for public health pesticide management was pubhshed in 2005. A feasibility demonstration project was planned in 2008 for the WHO Initiative on the Impact of Pesticides on Health Preventing intentional and unintentional deaths from pesticide poisoning. 

In another approach to serving industry through technology transfer, the FLC s Far West Region has begun a demonstration project to establish an active brokerage service within the industrial community. The city of Santa Clara, California (in the heart of "silicon valley") was selected as the first trial and demonstration site. A Task Force composed of representatives of the Santa Clara Chamber of Commerce, the local business community, the FLC, the Southwest Innovation Group and the City of Santa Clara was formed to develop a plan of action and to develop an operational structure. 

Geological surveys of sedimentary basins are being carried out in various parts of the world (e.g., Australia, Canada, Europe, Japan, USA) to establish the potential for storage of carbon dioxide. A comprehensive analysis of Australian saline aquifers has concluded that it would be possible to accommodate all of the carbon dioxide from the country s power stations for many hundreds of years at current emission rates. A demonstration project is planned... 

The USNRC is currently performing a demonstration project wherein the ATHEANA (a detailed human reliability) methodology is being used to identify the potential for operator actions (e.g., errors of commission and errors of omission) during full power operation for a limited set of conditions at one nuclear power plant. Current NRC plans call for a demonstration application of the ATHEANA methodology to low power and shutdown conditions. 

The reason for listing some of these complexities is to demonstrate that production of vaccines and therapeutics in the DoD CBD context is extraordinarily challenging, and careful planning and project management is required to be successful. Over the course of the committee s data-gathering, it was apparent that the current process for development of medical products has led to few, if any, new therapeutics. Discussions with CBDP staff indicated that the following factors are contributing to the low success rate ... 

The goal of the demonstration project was to study the effectiveness of the formed-in-place hyperfiltration membrane unit, operating in a cross-flow mode, for the concentration of PAHs (and PCP) from contaminated groundwater found at a wood treating site. The original plans called for a companion study of a proprietary biodegradation process for the concentrate however, a decision was made during this study not to carry out that portion of the study. 

Hydrogen and fuel cells were named as one of seven key areas in the National Mid-to-Long Term Science and Technology Plan, and federal demonstration projects are funded by the Ministry of Science and Technology (MOST) under the 863 Program [49].
