Operating Procedures overview

Experienced operators at the toller site leave due to retirement, downsizing or other factors. Both parties can work together to revisit and implement appropriate overview and procedure training for less experienced operators. Revisit the operating procedures to ensure they are written to the appropriate level of detail for the new operators. 

Training. The proposal requires training for employees involved in covered processes. Initial training requires all employees currently involved in each process, and all employees newly assigned, be trained in an overview of the process and its operating procedures. 

As stated at the outset, this paper is intended to provide a historical overview and some insight as to the types of operations, procedures and equipment used in the Army s Demilitarization Program for Chemical Munitions. In each of the areas discussed there has been a considerable amount of study, laboratory experimentation and pilot testing accomplished to define the specific design criteria.

The Microsimulation test (MST). Modification of the operating procedure and experimental conditions of a convential micro activity test (MAT) has led to the so-called microsimulation test (MST, see Figure 3). Basically, the reactor is a fixed bed with transient operation during the catalyst contact time. A complete description of the operation and design of the MST reactor is given by O Connor in (11). All employees, including maintenance and contract employees, involved with highly hazardous chemicals must understand all associated safety and health hazards. A trained workforce is an effective deterrent against unsafe incidents. Employees of a process must be trained in the overview of the process and its operating procedures. Training must include specific safety and health hazards, emergency operations, and safe work practices. Refresher training is required every three years.

The status of safety-related systems and fiinctions is presented in a similar way, in accordance with the organization of the Emergency Operation Procedures (EOP). The parameters that are of immediate interest in a disturbance situation, are presented in a direct form. This means that the reactor pressure vessel with in- and outflow connections, together with neutron flux, water level, and reactor pressure, as well as control rods fiilly in (or not), are displayed directly. Other safety functions are indicated as normal, disturbed or failed in a similar way as for the plant overview, with detailed information at the reactor operator s desk. In this context, it can be noted that the computer-based reactor scram function via the reactor protection system (RPS) has been supplemented by a scram backup system that is implemented in hard-wired equipment.

The JHA has the potential to provide the overall foundation for standard operating procedures (SOP).The JHA s primary focus is on the control, reduction, or removal of hazards and identifying the consequences of exposure. The SOP details the quality control requirements, criteria for the service or specific product production or delivery, the time requirements, employee requirements, and aU other details necessary to do the job. Management personnel also received an overview in subject areas such as fire protection, leak-before-break, seismic, and communications.
