Occupational and consumer protection are seen as technical exercises in France. The National Institute of Research and Security (INRS) and the Institute for the Industrial Environment and Safety (INERIS) may be aptly described as state apparatus to control costs to the state of poor regulation. INERIS plays little part in the development of risk-reduction strategies (RRS) because consumer protection and environmental protection follow directly from the risk assessment process. INERIS feeds relevant information directly to the MEDD. Because MESA acts only as a statistical and economic branch of occupational protection, responsibility for the development of occupational RRS is left to the INRS.

The National Health Insur c (Caisse Nationcd d Assurance Maladie - CNAM)/ Since 1945, CNAM, under the stqiervision of die Ministry of Health, has b n responsible for the conc ieasation of industrml accidents and the administration of occupational risks and occupational diseases. Its mission is also to prevent occupational accidents and occupational diseases by technical and financial means. CNAM administers the national hind for prevention which is based on contributions levied from enterprises. The prevention service and its regional offices and services is financed from this fund, as well as the work of INKS, the National Institute of Research and Safety.

Research sponsored by BFRIP regarding the use of brominated flame retardants shows that there is no evidence that the use of decabromodiphenyl oxide leads to any unusual risk. In addition, a study by the National Bureau of Standards (now National Institute of Science and Technology) showed that the use of flame retardants significantly decreased the ha2ards associated with burning of common materials under reaUstic fire conditions (73). Work ia Japan confirms this finding (74).

Another major function of the DOC is the management of energy-related research through the National Institute of Standards and Technologies Laboratories in Gaithersburg, Mainland and Boulder, Colorado and the research laboratories of the National Oceanic and Atmospheric Administration. 

Temperatures on ITS-90, as on earlier scales, are defined in terms of fixed points, interpolating instruments, and equations that relate the measured property of the instrument to temperature. Second, partnerships between materials developers and end users must be facilitated and encouraged. In some cases, this step may mean an R D consortium between university researchers, a chemical or materials company, and a product manufacturer. The National Institute of Standards and Technology s Advanced Technology Program (NIST ATP) is a good model that should be expanded. Several projects that have been funded are examples of this integration of research-development-commercialization by universities, a materials supplier, and an end-user product manufacturer. 

Kaptchuk returned from China a proponent of acupuncture and wrote The Web That Has No Weaver, the classic explanation of Chinese medicine for Western readers.3 But over time he came to wonder whether the effects of acupuncture might be at least partly due to the placebo effect. To answer that question, he taught himself how to design research studies, and he did so well enough to obtain funding from the National Institutes of Health and publish more than ioo articles in leading medical journals. No wonder Harvard saw fit to hire and promote him, despite his rather unusual academic credentials.
