Local ordinances

Fan noise is demanding and receiving much attention because of environmental laws. The basic control document is the federal OSHA limitation of 90 dB(A) at an operator s work place for 8-h exposure. There are other limitations on entire plant noise at the boundary of new plants from local ordinances which are typically more severe than the OSHA limitation.

No liquid waste can be disposed of directly into the environment or into a storm sewer system. Unless collected and handed over to a waste disposal company, it goes into the sanitary sewer. There are specific rules concerning the quality of what may be disposed of in this manner. Materials that are routinely sent to the sewer from a home may not be permissible from a commercial source. Normally accepted waste water rules are often made more restrictive by local ordinance. 

Since local ordinances may vary widely from one locale to another, one should always check with appropriate authorities. Also, professional disposal services differ in their requirements for segregating and packaging waste. 

Containers holding ignitable or reactive wastes must be at least 15 m (50 ft) away from the property line if this is not possible or practical, the plant manager representing the generator must store such containers in compliance with all applicable local ordinances and bylaws and... 

According to the appeals court, The primary legal issue is whether the Legislature has completely preempted the field of regulation of handgun sales. In the absence of state preemption, every municipality is authorized by the California Constitution to exercise its police power to deal with local situations. The idea of preemption is that a lower jurisdiction (such as a city) cannot make a law that deals with a matter that a higher jurisdiction (such as the state) has already definitively covered. The lower court found that the local ordinance was not preempted. 

In a personal communication, Taylor Terry reported that a Ukrainian dach-nik he interviewed showed off the secret ceiling trapdoor and ladder that he had installed in his dacha. The ladder led to an insulated and furnished attic. None of this was permissible according to local ordinances. 

A waste treatment plant operating under steady-state conditions processes a waste liquor containing 500 parts per million (ppm) of a noxious impurity. The impurity is removed with practically no loss of the carrier fluid. The treating process can remove the impurity down to a level of 10 ppm. By local ordinance, a maximum of 100 ppm is allowed in the discharge of the processed effluent to a nearby river. What fraction of the waste liquor must be sent through the waste treatment unit, and what fraction may be bypassed ... 

A early as 1914, the town of El Paso passed a local ordinance outlawing the sale or possession of marihuana. Like the outlawing of opium, the ordinance was meant to annoy and harass a class of people. Design. The mechanical design of the various kettles, tanks, and other equipment is usually carried out with reference to the American Petroleum Institute and American Society of Mechanical Engineers codes, local ordinances, and fire insurance company recommendations. 

In general, the following items are considered vital in plant location proximity to market, raw materials, transportation, labor supply, water supply, power supply, economic interrelation with other industries, and specific plant requirements. There are other plant and process location matters that are of real importance to, and exist as real responsibilities of, the chemical plant design engineer of commercial plants for the manufacture of chemicals and chemical formulations, such as land, local ordinances, public improvements, utilities, waste disposal, and climatic conditions. All the factors that enter into the problem of plant or industry location also affect the choice of local sites and must be considered by the design engineer (see Chap. 7).
