The proper location of a plant is as important to its success as the selection of a process. Not only must many tangible factors such as labor supply and raw material sources be carefully considered, but also a number of intangible factors, w hich are more difficult to evaluate. The selection of a plant site must be based on a very detailed study in which all factors are weighed as carefully as possible. Such a study often requires a substantial outlay of capital. 

Before the constmction was finished, nine out of ten punishments were meted out by the Farben plant employees. The SS at Camp I became concerned with the depletion of the labor supply. The most ironical occurrences were the repeated complaints of an SS man to his superior that a Farben foreman was beating the prisoners too often — it happened at the plant as it had happened at the mine.

Labor supply. The type and supply of labor available in the vicinity of a proposed plant site must be examined. Consideration should be given to prevailing pay scales, restrictions on number of hours worked per week, competing industries that can cause dissatisfaction or high turnover rates among the workers, and variations in the skill and productivity of the workers.

Earnings disregards have not been found to be a major financial incentive against either TANF receipt, or benefit duration. However, they do appear to have positive impacts on labor supply, earnings of welfare recipients, and working TANF participants self sufficiency. Grogger and Karoly (2005) predict similar labour supply effects for w ork requirements, but work requirements have not been found to have a direct effect on participants income in most cases.

There are other plant and process location matters that are of real importance to, and exist as real responsibilities of, the chemical plant design engineer of commercial plants for the manufacture of chemicals and chemical formulations, such as land, local ordinances, public improvements, utilities, waste disposal, and climatic conditions. All the factors that enter into the problem of plant or industry location also affect the choice of local sites and must be considered by the design engineer (see Chap. 7).

Information is generally available on possible industrial sites, resources, labor supply, unemployment, wage scales, state and local government taxes, and legal codes. 

Large corporations are decentralizing their production and building unit plants in localities throughout the country where labor supply is abundant.
