PSSRs are an integral part of all process safety management (PSM) regulations. In the United States, the PSSR requirements from Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) are very similar. Offshore facilities are regulated by the Bureau of Safety and Environmental Enforcement (BSEE) in their Safety and Environmental Management Systems (SEMS) rule. They use the term PSR. 

Finding 5. Some of the safety and environmental management system (SEMS) requirements for the offshore oil and gas industry would be appropriate for offshore wind farm worker health and safety and could be adapted to regulations for offshore wind installations. However, the overall risk to the health and safety of workers and to the environment associated with an offshore oil and gas platform is greater than that associated with an offshore wind turbine. 

Occupational Safety Health Administration (OSHA) or the Safety and Environmental Management System (SEMS), rules do not require that companies submit an acmal report. Still, the management of those facilities needs internal reports to advise them on the progress that they are making.

There are some considerations that are supra to the individual elements in safety management systems. 1 have concluded that most safety, health, and environmental management system audits, intended to measure the quahty of hazards management in place, are deficient in purpose and content. 1 include in that observation the guidehnes used for the audits 1 drafted for individual client needs, the many audit reports 1 reviewed, and a study of several audit systems. 

To begin with, I suggest that safety professionals agree on a definition of a safety, health, and environmental management system audit. Several writers have provided definitions and addressed what information the audit should provide. Their views differ. 

Everyone has a duty of care, but not everyone is a duty holder. The regulations recognize the amount of control that an individual might exercise over the whole electrical installation. The person who exercises control over the whole systems, equipment and conductors and is the electrical company s representative onsite, is the duty holder. He might be a supervisor or manager, but he will have a duty of care on behalf of his employer for the electrical, health, safety and environmental issues on that site.
