For example trace elements in milk powder are not consumed as milk, and moisture in transformer oil is not used in transformers, yet matrix reference materials based on milk are imported as food and are subject to health certification requirements and sometimes import quotas. Likewise a matrix based on oil is identified as fuel or lubricating oil and is both classified as a hazardous material and subject to mineral oil tax. These problems arise because RMs are frequently incorrectly classified by specific title of their matrix (as Reference Material of Trace Elements in Rice is classified as rice) and not as reference material which is the intended use.

The latest government regulations set forth under the Toxic Substances Control Act and in PubHc Health Service pubHcations should be checked before formulating new lubricants. Project managers or health and safety staff are responsible for obtaining and verifying training and medical certifications for individual subcontractors employees assigned to a project. 

Only personnel who have completed the training prescribed by host organization health and safety personnel shall be allowed to work on host organization projects. Some projects may require contractor certification or special training as specified in the implementing purchase order. 

Regulatory requirements may apply to health, safety, environmental emissions, and electromagnetic compatibility and these often require accompanying certification of compliance. In cases where customers require suppliers to be certified to ISO/TS 16949 it imposes a regulatory requirement on the design process. 

Pump tests are needed to establish the performance of a machine before delivery to the user so that contract conditions may be satisfied. They are also required to establish the health of the pump at intervals in its service life. When a new pump is delivered, the pump manufacturer will supply data required either as a set of performance points or a plot as a certificate of suitability. The objective with the certification is to ensure that the certified products present no danger to human health to the best current knowledge. Furthermore, the product undergoes testing and will continue to undergo random tests after the mark is issued. 

A scheme that was initiated by a Dutch organic importer, Eosta B V, deserves special mention. In its Nature More scheme, products are scored in terms of compliance with organic, health and environmental standards. This is done as an add-on to the organic certification process. By entering a code that is on the product label, the consumer can see how the product he or she purchased scores. It is a communication tool that links the farmers to the consumers.
