CERCLA The Comprehensive Environmental Response, Compensation and Liability Act, also known as Superfund. Enacted December 11, 1980, and amended thereafter, CERCLA provides for identification and cleanup of hazardous materials released over the land and into the air, waterways, and groundwater. It covers areas affected by newly released materials and older leaking or abandoned dump sites. CERCLA established the Superfund, a trust fund, to help pay for cleanup of hazardous materials sites. The EPA has the authority to collect cleanup costs from those who release the waste material.
