The American Pharmaceutical Association also had hopes of developing a research endowment of its own at this time, and some of its leaders may have seen the proposed institute as a rival for funds. A.Ph.A. President George Beringer had called for the creation of an endowment fund for pharmaceutical research in his presidential address in 1914 (48). In August of 1917, the A.Ph.A. Council established a research fund (49), and shortly thereafter Amy was appointed Chairman of a newly-created research committee (50). Although it was not until early 1920 that the A.Ph.A. Executive Committee formally proposed the formation of a research endowment, with plans calling for the solicitation of funds from industry and other sources (51), it is likely that the idea of soliciting contributions for an endowment fund was already in the minds of some when the research fund and committee was established. ...

After the great physicist Clerk Maxwell died in 1879, Lord Rayleigh became his successor at the Cavendish Laboratory, Cambridge. Preusch provided examples of investigator-initiated grant-based projects funded by NIH that address fundamental physical processes and reactions of elements that are important in both global energy cycles and human health. Note that NIH has not solicited proposals in this area, but has supported a considerable amount of research that reflects investigator-initiated ideas in the field. 

The VHA has had a department of Health Services Research and Development (HSR D) since 1976. " Since the mid-1980s, this department has emphasized use of health services research as a tool to improve the health of veterans. Funding from HSR D is primarily for investigators in the Veterans Administration system, and consists of both investigator initiated research proposals and solicited proposals for specific research. 

National environmental organizations frequendy operate by mail order. They buy mailing lists, and they try to target the most likely prospective members. The mailings can shape concern for tropical rain forests, whales, and others. They may exaggerate the extent of the crises, and they must propose solutions. Pictures of wildlife covered with oil from a spill can motivate people. Some organizations seem to have a monthly crisis that they use in trying to solicit additional funds from members. 

In 1995 we developed an approach to reaching out to the scientific community and investing funds in particularly important problems where we can engage some of the top scientists in the country. About a quarter of the academic faculty involved in this meeting are currently funded by our Science To Achieve Results (STAR) program, which provides about 100 million a year in support of basic research directed toward specific problems. In order to support a large number of projects, a foundation would need much more capital than Schmidt s proposed endowment of 250,000 marks At an interest rate of 5%, this would yield only 12,500 marks per year. However, since neither the government nor the KWG would add significantly to an endowment, money would have to be found another way. A time-consuming public fund drive was out of the question. In the end, Schmidt-Ott and Haber must have hit upon the idea not to solicit anonymous donors known to Schmidt, with total pledges of 250,000 marks, but rather to ask the Jewish banker and industrialist, Leopold Koppel. Koppel had endowed, among other things, Haber s KWI for Physical Chemistry and Electrochemistry. 

A typical strategy is for an appropriately structured equipment committee to solicit input from stakeholders in the new facility and to modify and ujrdate the database, resulting in equipment lists that represent detailed requirements. It solicits money to fund clinical trials, focusing on prostate disease, erectile dysfunction, overactive bladder, and incontinence. Many of its industry sponsors are well-known pharmaceutical and medical device companies. 

Proposals are solicited from local educational institutions in the state and are then decided on by the WRRI for funding.
