Funding of research

The Department of Commerce has active programs in all of these policy areas. Among other areas, the Federal Government is playing an important role in the funding of research and the transfer of federal technology.

Domestically, methyl esters are made from soybean oil, spent frying oils, and inedible animal fats. Palm oil is used in Southeast Asia, and rapeseed in Europe. Although appreciable in quantity, supplies of such materials actually are small compared with the amount of TAG that would be required if significant quantities of methyl esters were used in fuels. In the UK, substantial public funding of research is channelled through research councils. Indeed, industry funds may also be funnelled through research councils. Thus, the BBSRC (Biotechnology and Biological Sciences Research Council) and the other major research councils are publicly funded, and organic production may fall within their remit.

Society, comprising patients, physicians, taxpayers, investors, and government, expects more from the industry when it purchases its products at the rate of 300 billion per annum in the United States alone. The companies in turn spend 49.3 billion of this revenue on research and development (R D). On top of this, U.S. society currently spends 28 billion through funding of research at the National Institutes of Health (NIH). This investment should, and does, benefit Pharma directly. 

The causes for the majority of cases of cork taint have been quite thoroughly investigated mostly due to efforts from Australia (38-40) and to a certain degree tom Europe. Although the problem of cork taint poses enormous financial losses upon wineries worldwide, the funding of research efforts in different wine producing regions has been quite variable (Table III). 

The Federal role in resecirch, development and demonstrations is not clearly understood at first glance. One thinks of Icirge industries with billions of dollars and large research staffs and it is not immediately understandable why there should be any Federal funding of research, development and demonstration for saving energy in industry. Many immediately conclude that industry will do the necessary BD D, and that Federal monies could be more effectively distributed elsewhere. 

Federal funding of research in the physical sciences, as a percentage of Gross Domestic Product, was 45 percent less in FY 2004 than in FY 1976. 

With steady funding of research in chemistry and with expanded funding for targeted areas of chemistry, research funding for core areas of chemistry is decreasing. As documented in Chapter 3, several core areas of chemistry research are at serious risk and more may become at risk. Continued support of core research areas, which underlie advances in emerging areas of science, is important for the health of U.S. chemistry. 

Citing examples of disparaging comments on the value of computation made by influential scientists, Matsen worried about the effect such attitudes could have on the funding of research involving computation. This fear was echoed by Shull, who pointed to what he felt was the slow rate of growth in the budget for the computer program of the NSF. He felt that if scientists influential in top-level decisions were insensitive to computational needs, there could be a seriously detrimental effect on all fields dependent on modern computation. ...
