Finally, I should mention a word about filing technical papers. It is tempting to keep a file of papers by subject, and this is satisfactory for collections of 100 to 200 papers, but beyond that a more systematic method is necessary. Ben Wylie, my dissertation advisor, filed his papers by unique serial number and uses an ingenious system of cross-referenced index cards for retrieving papers by author, title, or subject. I ve adopted the same serial-number system, but I use a computer database to cross reference the file records. I use that database online to help locate a needed reference at a moment s notice.

Location of and access to chemical and technical information other than journal articles is avadable through computerized information networks. Electronic bulletin board systems (BBS) provide a telecommunications tool to anyone who has a computer and a modem. Questions can be posted and read by thousands of bulletin board users worldwide, and files and software are easdy transferred from virtually anywhere to one s computer. 

Bibliographic/Technical. The principal databases in which bibhographic chemical information is stored are hsted in Table 1. Examples of the use of these databases include searching the CA file to find the pubhshed work of a certain author, or the World Textiles file to determine the extent of weft knitting machinery use in Europe.

"NIOSHTIC(R) is a bibliographie database which provides comprehensive international coverage of documents on occupational health and safety, as well as related fields. It eontains detailed summaries of over 200,000 articles, reports and publications, spanning over 100 years. NIOSHTIC(R) sources include over 160 scientific and technical journals, NIOSH reports (published and unpublished), NIOSH research bibliographies, abstracts from CIS Abstracts, and personal files from respected professionals on selected topics.

In a further case relating to the structure of data stored on or in a record carrier used in a picture retrieval system, the European Patent Office s Boards of Appeal have considered the issue of patentability of a data structure [22]. Initially the patent application had been rejected on the grounds that the presentation of data was excluded from patentability (see above). However, in accepting an appeal filed by the patent applicant, the Board pointed out that there was a difference between the functional data, which controlled the technical working of the system, and the cognitive information, which represented the picture that could be retrieved and displayed. The Board stated that functional data relates to data that control the technical operation of the system. These data do not relate to the presentation of information, and thus data structures containing this information should be patentable. On the other hand, the cognitive information relates to the picture that could be retrieved and displayed. 

The Electronic Common Technical Document (eCTD) is the vision for future electronic submissions to the FDA. This specification was developed by the International Conference on Harmonization (ICH) as an open-standards solution for electronic submissions to worldwide regulatory authorities. The FDA has adopted the eCTD as the future replacement for its other e-submission guidance, although for now the older guidance is still in effect. Note that the eCTD still depends largely on submitting text documents as PDF files and submitting data sets as SAS XPORT transport format files.
