NIOSH conducts research aimed at improving health and safety in the workplace. A major goal of NIOSH research is to provide the scientific basis for setting exposure standards. The Registry of toxic ects of chemical substances (RTECS), is published and regularly updated by NIOSH. RTECS lists all known toxic substances, the types of toxicity seen at different concentrations, and current US regulatory standards. At the request of an employer, employee or employee representative, NIOSH will conduct a site investigation into possible health effects from exposure to hazardous substances.

There is a need for debate and a learned paper on manual lifting techniques, reflecting NIOSH research and other studies that put past practices in doubt. Valid guidelines for training on manual material handhng should be included in the paper. 

In our judgment OSHA has been a public policy failure from an economic efficiency or cost effectiveness viewpoint. We recommend that the Occupational Safety and Health Administration no longer issue mandatory workplace standards, inspect firms for compliance with OSHA standards, or fine firms for noncompliance with safety standards. OSHA s budget should be folded into the National Institute of Occupational Safety and Health (NIOSH). We believe that resources now used to regulate the workplace should be redirected to researching what workers and firms can do to reduce injuries and diseases at work and to providing the results of NIOSH research to firms and workers. 

The mission of the NIOSH research program for the HCSA sector is to eliminate occupational diseases, injuries, and fatalities among individuals working in this sector through a focused program of research and prevention. 

NIOSH researchers developed an analytical procedure for evaluating the risks associated with various lifting tasks. The method applies to repeated, two-handed lifting tasks for an 8-hour day without increased risk of developing lower back pain (LBP).
