Biocides are by their nature intrinsically toxic, in this respect any adventitious release to the environment requires an assessment of the relative risk posed. The 5th Environmental Action Plan of the EU is committed to a substantial reduction in the use of biocides. In particular, the Biocidal Products Directive (98/08/EC) is concerned with controlling biocidal products in the market place. Compliance with this directive is required from all member states by 14th May 2000. In this context, a strategy to control the release of biocides is timely, if continued protection is to be afforded to industry and consumer alike. Around 1970, the environmental movement, dealing with both technical and political aspects of various environmental problems, sprang to life in the United States. American public opinion widely supported the movement, as did I. I taught courses on environmental problems, sponsored a student environmental action club, and became involved with a local group that went out in small boats to collect samples of steel mill discharges that I analyzed pro bono in my laboratory. 

Instead of simply prescribing generically-desirable ideal roles as Swarbrooke and others have done, one can adopt a more explicitly remedial and practical approach. Middleton (1998) has identified lORs for environmental actions for the tourism industry as a whole. These suggestions may be re-applied to tourist behaviour itself and represent a comprehensive action-oriented approach to maintaining the sustainability framework of tourist settings. These actions are presented in Table 6.2.

In addressing the ecotoxicological implications of HD dumped in the Baltic Sea, Muribi (1997) reported on the acute toxicity of HD to the invertebrate Daphnia magna in brackish water at 19.5°C. Exposure to 0.5 mg/1 HD (the highest concentration tested) for 48 h did not induce any visible effects. Additional toxicity studies with salt- and freshwater organisms, reviewed by Muribi (1997) and Munro et al. (1999), indicate that dissolved sulfur mustard is generally not acutely toxic at concentrations below 1 mg/1 (close to its water solubility value). For some algae, a concentration of 1 mg/1 may be acutely toxic (Stock, 1996). Thus, the environmental action of HD is limited by its low water solubility. 

With the development of sustainable development indicators also moving into the role of pesticides and their impact on the environment, clearly, sound statistical information was required, particularly if the role of policy changes on pesticide use was to be assessed over time. Furthermore, an important target of the European Union s (EU) 5th Environmental Action Programme was the reduction of pesticide risk, but this would be impossible to monitor without sound information on changes in use over time. 

The 6th Environmental Action Program sets environmental objectives for the next 10 years, focusing on four major areas of action tackling climate change nature and biodiversity environment and health and sustainable use of natural resources and management of waste. (EUROPA website)... 

Risk management utilizes the results of the risk assessment process and combines them with political, economic, and social information to elaborate by complex analysis, the decision for environmental actions.
