Policy changes

Before committing the company or department to a system of planned maintenance, it is essential that there is a complete overview of the total demand on plant, equipment and resources and the benefits from the implementation of such a system, manual or computerized. Clearly, econometric models must be redeveloped to show how policy changes will transform the economic structure of the economy and how this structural transformation will result in new trends. 

For each policy specification, the technology matrix of the integrated industry model is transformed from the productive structure existing before the policy change to the productive structure existing after the policy change. This structural transformation is the master key to identifying the economic demands and supplies of the industries modeled. Identification is necessary to soundly estimate (1) the economic demands for crude oil, natural gas, coal, water, and capital (2) the economic costs of pollution control for major water and air pollutants and (3) the economic supplies of the endproducts in the model. 

Reducing the quantities of raw materials stored would be a policy change. This is easy to implement and would not be capital intensive. Therefore, it would rate the highest. The lowest rated option type is the purchase of new equipment. This is primarily aimed at discouraging procurement of new "treatment" equipment. Shops are encouraged to try to reduce wastes first. Treatment should be a last resort. 

The need for policy changes also includes the need to secure that the regulatory function of GNERC12 can be exercised without interference of any kind. 

Even in the best-planned projects, changes to the plans are often required due to influences beyond the control of the project team. If these non-controllable factors are fundamental, for example a policy change instigated by senior management, the project criteria will also need to be changed.
