Emergency response personnel assigned to respond to a scene with this equipment should receive training that includes the operational characteristics of the equipment, the operational quantities to be measured, and the risks associated with exposures that correspond to the preset levels of the alarms. 

Assure that firefighters and other emergency response personnel are trained, equipped, and available to react promptly and correctly to emergency incidents arising in the plant. 

Provide trained, equipped emergency response personnel to assist in dealing with transportation incidents involving the plant s product. 

Emergency response personnel now have access to excellent training for controlling transportation accidents. 

The PHN and other emergency response personnel may harbor concerns about their ability to respond in a clinically responsible way. A survey entitled, Ready and Willing revealed that 80% of nurses and physicians polled are willing to respond to a disaster while only 20 % feel that they have the knowledge and skills to do so safely [Health Affairs, 2003). Preparing public health professionals to respond to incidents that they have never seen before and may encounter very infrequently requires new and creative approaches to education and training. Recommendation 6-6. The PMACWA should consider incorporating the good industrial practice of having trained emergency response personnel at BGCAPP and PCAPP available around the clock to respond to transportation accidents. 

Establishment of predetermined response strategies to support decision making by WMATA and other emergency responders during an incident is key to the operation of the PROTECT system. Response options include stopping trains (some or all) or moving trains away from the affected areas. The video information also can help in the deployment of emergency response personnel to the affected station(s).

Training of employees before they are allowed to engage in emergency response that could expose them to safety and health hazards. Specific training levels are listed for clean-up personnel, equipment operators, supervisory employees and for the various levels of emergency response personnel. 

Emergency response personnel, sometimes called emergency medical technicians (EMTs), have received advanced training in first aid, CPR, and other life support techniques. With certain restrictions, they can perform sophisticated emergency procedures and transport injured employees to a medical facility. 

If there is an immediate threat to human life, employees should immediately call emergency responders (911 or an equivalent number) if the plant has trained emergency response personnel. An accident report form must be filled out within 24 h of the incident. It is critical to capture as much information as possible about events leading up to the accident. Prompt and factual reporting of accidents facilitates accident investigation and acquisition of necessary information that will eventually go into the system safety analyses and be incorporated into the company SMS. If the accident is serious, an investigation board should be set up immediately. All accidents should be investigated. 

The effectiveness of training and the availability of equipment for emergency response and medical treatment-both within the plant and among emergency response services. Trained personnel, obviously can improve the chance of survival for those exposed. 

In every case of a discharge or leak, it is obvious that an effort should be made to reduce, stop, or contain the flow of material at its source if this can be done safely. The purpose of the terms used in this section is to describe in a general way the cautionary and corrective responses that are well recognized by trained emergency response personnel. 

Emergency response preparedness may be inadequate because preparations for a response in the exact location of the event may not be in place. Depending on the location of the incident, emergency response personnel may or may not be adequately trained and equipped for the hazardous... 

Tollers may have an emergency response plan that requires their personnel to respond in an emergency such as a fire, explosion or release. Other tollers may call upon local responders and evacuate. It is essential that training for responders on the emergency response plan procedures should be up-to-date prior to startup of the new toll.
