Emergency response training

Under the hazardous waste standard, on-site emergeney responders, on-site eollateral-duty emergeney responders, and off-site emergeney responders are trained to one or more of five levels of eompeteney, depending on the type of response they perform as speeified in 29 CFR 1910.120 (q). 

Beyond these five key levels, there are two speeialized eategories of emergeney responders skilled support personnel and speeialist employees.

The latter three categories include all responders not covered by 29 CFR 1910.120 (1) and (p). The last category includes local firefighters and HAZMAT teams (see Table 8-1). 

On-site population includes not only employees (with specific training for the emergency response team), but also contractors and visitors. Every person who enters a facility should be trained in how to respond to an emergency. In most cases, this involves a simple orientation process to familiarize everyone with the basic hazards that exist at the facility, general emergency recognition, and the facility s responses to alarms. Personnel who work closely with the process and may be instrumental in its control will certainly receive more training as their roles necessitate. 

Personnel who enter the facility on a day-to-day basis receive training in a number of ways, but often the infrequent or nonindustrial visitor is overlooked and receives no emergency training. Such visitors might include  

All personnel working within a facility should always be trained to recognize and respond to an emergency, including instruction in how to notify appropriate plant officials and what actions to take in case an evacuation is required (29 C.F.R. sec. 1910.38), (CCPS, 1995). 

Training of the local populace can best be initiated through a community awareness campaign in which the community can become familiar with the facility, its processes and the potential hazards they present, and plant personnel with whom they would interact during an emergency.

Emergency response training should be provided to all facility personnel. The level and detail of the training will depend on their role and responsibilities. Eor example, an office clerk may only need to be trained in how to report a fire and in the evacuation procedure. An operator who is a member of the emergency response team will require significantly more training.
