Education and Qualifications

As previously noted, entry to the IC was by exam and membership was seen as a qualification. IC members were, therefore, by definition, qualified chemists. For admission to the CS and the SCI no level of qualification was specified. Many members of both societies were, of course, qualified either because they were also members of the IC, or because they held university degrees. Table 7.4 shows the percentage of members with university degrees, IC membership or neither.

Fewer than 5% of CS council members and 30% of SCI council members in the 1887-1917 cohort had no qualification. In Britain, competence is being used as a basis for assessing Junior and middle managers towards a National (or Scottish) Vocational Qualification (NVQ or SVQ), Standards for assessing competence have been defined by the MCI (Management Charter Initiative), a body that has established itself as the official specifier of standards for management education and development. Among their competence standards is a model of personal competence , shown in Box 2.4.

Personnel. On July 15, 1973, the Institute awarded a grant to the Forensic Sciences Foundation, which is an adjunct to the American Academy of Forensic Sciences. The Foundation, the research arm of the Academy, is tackling a problem at the very heart of the entire forensic science profession the availability and qualifications of scientific personnel.
