Supervisory responsibility

The OECD Environment Committee has general supervisory responsibilities for environmental and health matters. In a chapter that addresses the issue of universality in some detail, it is instructive to consider this group of about 25 multilateral instruments, which includes about a dozen international organizations with supervisory responsibilities. A sample of this size and diversity is sufficient to discuss the various dimensions of the CWC s universality matrix . Ambitious chemists may note that fipcos do not lightly give supervisory responsibility to newly graduated and hired employees, if they do so at all. The employee or officer regularly or temporarily in charge of an Area Office of the Occupational Safety and Health Administration, U.S. Department of Labor, or any other person or persons who are authorized to act for such employee or officer. The latter authorizations may include general delegations of the authority of an Area Director under this part to a Compliance Safety and Health Officer or delegations to such an officer for more limited purposes, such as the exercise of the Area Director s duties under 1903.14(a). The term also includes any employee or officer exercising supervisory responsibilities over an Area Director. A supervisory employee or officer is considered to exercise concurrent authority with the Area Director. 

Supervisors are trained on all site-specific preventive measures and controls relevant to their needs and supervisory responsibilities. 

Only certain senior executive staff members shall be authorised to grant access to confidential information to other staff members under their supervision. An administrative directive shall be established by the Director-General which determines the respective criteria according to strict need to know. The granting of access is in each case contingent on a determination that the subject matter is of direct relevance to the proposed recipient s specified duties, with such access always subject to review by the Director-General. In cases of rmcertainty about the functional or task-specific need-to-know status of a proposed recipient, a senior staff member with a supervisory responsibility over the recipient must be consulted. 

Line Management Managers who have responsibility over production, including positions such as supervisor, superintendent, operations manager, and plant manager. At nontraditional workplaces, production employees with supervisory responsibilities (e.g., leads, lead hands) are also considered part of fine management. 

Identify the operational tasks carried out by people with supervisory responsibility, and ensure that they do not have a detrimental impact on their supervisory role. 

Individual assessment questions are designed to assess those individuals working within the organization who have supervisory responsibilities. 

The process involves analysts holding interviews or discussions with safety management system personnel, teams, and then individuals who have supervisory responsibilities. A flowchart depicting the methods procedure is presented in Figure 8.6. The questions underlying the method can be found in Brazier and Ward (2004), and they also have provided an assessor s guide, which contains prompts and guidance on how to interpret the answers provided by respondents.

Control - the control(s) for each task v/ill take the above factors into account, and will include any necessary review of design and installation, training, introduction of written safe working procedures to minimise risk (which is known as a safe system of work), allocation of supervisory responsibilities, and necessary allocation of finances.

The span of control concept relates to the number of subordinates a manager can effectively supervise. Are there numerical limitations to the subordinates one person can control The answer is no. Span should refer to a number of persons, themselves carrying managerial and supervisory responsibilities, for whom the senior leader retains overarching responsibility in direction and planning, coordination, motivation, and control. Regardless of the interpretation of a span of control, a wide span yields a flat structure, whereas a short span results in a tall structure. In today s world, most leaders accept a wide span.
