In spite of the above reservations, there is an argument to be made for issuing draft procedures quickly so that people can become involved in the project and feel a sense of participation and ownership. Moreover management is probably investing considerable financial and human resources into the project so want to know how the money is being spent.

The three-part draft of the radioscopy standard pr EN 13068 is ready for the necessary european inquiries. The thermal design of cooling towers follows the same general procedures already presented. Integration of equation 35 is usually done numerically using the appropriate software, mass-transfer coefficients, saturation enthalpies, etc. In mechanical-draft towers the air and water dows are both suppHed by machines, and hence dow rates are fixed. Under these conditions the design procedure is straightforward. 

Multiple Metals Testing The samphng method commonly used to measure emissions of metals from stationaiy sources is contained in 40 CFR 266, Appendix IX. The procedure is titled Methodology for the Determination of Metals Emissions in Exhaust Gases from Hazardous Waste Incineration and Similar Combustion Processes. It is also currently pubhshed as Draft EPA Method 29 for inclusion in 40 CFR 60. 

Postaudit Process The postaudit process consists of preparation of a draft report, preparation of a final report, development of artion plans, and follow-up. A draft report of the audit findings should be prepared shortly after the completion of the on-site audit. The draft report usually undergoes review and comment by facility personnel involved with the audit, experienced auditors not involved with the subject audit, functional specialists, and attorneys. The review of the draft report is done to assure that a clear, concise, and accurate report is issued, and not to modify or change the findings. Once this review procedure is completed, a final report can be issued and distributed based on a distribution list provided by the facility personnel. The final audit report should be issued in a timely manner and meet the time requirement specified in the audit plan.

Data collection procedures must be established to capture the required information. Various methods have been proposed for collecting such data, including a draft international standard that provides criteria for collecting data in nuclear power plants.i These criteria are also useful in developing methodologies for collection of data within the CPI. Smith and Babb provide additional information beyond that presented in this book. 

In November 1997, the Department of Health and Human Services along with the International Conference on Harmonisation (ICH) released a draft guidance for the selection of test procedures, which included chiral drugs. For the development of an enantiopure drug substance, acceptable criteria shall include, if possible, an enan-tioselective assay. This assay should be part of the specification for the identification of an enantiopure drug substance and related enantioenriched impurities [16]. 

The draft document address the issue of solvent recovered from a process and the use of these solvents in the same process or reused for different processes. It requires that recovery procedures be validated to ensure cross-contamination between recovered solvents and monitoring of the solvent composition at suitable intervals during the process.

A British Standards draft for development has been developed which defines a test procedure to determine the potential of metals to contaminate drinking water in contravention of the requirements of the EC Directive. Although primarily meant for new materials, traditional plumbing alloys will also have to be shown to be satisfactory. 

The decentralised procedure can be used in cases where the product has never been authorised in any of the Member States, and the applicant wishes to obtain a license in a number of states simultaneously. The applicant must submit applications with the complete dossier to the Competent Authorities of each of the Member States where authorisation is desired. A single Member State should be chosen as the reference state to undertake the scientific assessment ofthe complete dossier, while the other states are designated as concerned states. The review process has many parallels vhth the centralised procedure, in that similar time lines exist, the reference State plays the role ofthe rapporteur, and the concerned States replace the CHMP. Once all States have validated that the dossiers are complete, the reference State is allowed 70 days to review the dossier and prepare a preliminary assessment report, which is circulated to the concerned Member States and the applicant. Comments from the concerned Member States and applicant responses are collected so that by day 120 the reference State may issue a draft assessment report together vhth draft SPC, label and leaflet texts.
