Draft international standard

Data collection procedures must be established to capture the required information. Various methods have been proposed for collecting such data, including a draft international standard that provides criteria for collecting data in nuclear power plants.i These criteria are also useful in developing methodologies for collection of data within the CPI. Consideration of an initial draft is carried out in a technical committee, sub-committee or panel as appropriate. This initial draft may have come from one of a number of sources, for example, being based on work carried out by one of the bodies represented on the committee. When agreement is reached the document is made available as a draft British standard (DC) for public comment. Nowadays these drafts are almost all draft international standards (DIS) rather than purely British developed documents. The comments are considered by the technical committee and the amended document passed for publication or the collated comments sent to ISO. Consensus is reached through discussion and there is no formal voting. Revision of standards is by 5 year review as for ISO.

This Draft International Standard, circulated in May 1990, specifies a small-scale laboratory screening procedure for comparing the relative burning behaviour of vertically or horizontally oriented plastic specimens exposed to a low-energy ignition. At the enquiry stage the Draft International Standard (DIS, enquiry draft) shall be available in English and French for circulation to the national member bodies. Votes... 

When the approval requirements have been met, the enquiry draft can be forwarded for the preparation as a Final Draft International Standard (FDIS). 

At the approval stage the Final Draft International Standard (FDIS) shall be distributed within 3 months to all national bodies for a vote within 2 months. All negative votes shall state the teehnical reasons for disagreement. 

This clause lists a number of other standard methods essential for the application of the standard. Draft International Standards may also be cited in the list. All other documents, for instance any used for the development of the standard, m be listed in an informative bibliography (ISO, 1998a).

Stage 4. Enquiry Stage. Enquiry Draft, i.e. Draft International Standard (DIS)... 

Target dates are becoming widely used by the ISO management as a means of ensuring a timely production of standards. Those currently in force are first working draft, six months first committee draft, two years Final Draft International Standard, three years. However in certain circumstances it is permitted to "stop the clock," for example to allow important interlaboratory work to be carried out for the validation of a test method.
