In Europe, the formation of the European Economic Community has created a requirement to bring food additive approvals of the member nations into alignment, so as to eliminate differences in laws that hinder the movement of foodstuffs among these nations. Historically the member countries have differed widely in approaches to food additive approval and their tendency to approve new additives. At the time of this writing, a framework directive for food additives and several specific directives for various categories of additives are nearing completion (3).

But when does a material or a waste cease to be waste The End-of-waste status is specified in Article 6 of the revised Waste Framework Directive 2008/ 98/EC ... 

ECHA points out that some materials currently considered as waste might in future be considered to have ceased to be waste [15]. These materials will then be out of the scope of waste legislation, and - if not covered by an exemption - will potentially fall under REACH. Clarification of end-of-waste criteria is a matter for waste legislation. In accordance with the general principle of subsidiarity of the European Union law, and following the revised Waste Framework Directive, Member States may decide case by case whether certain waste has ceased to be waste, where end-of-waste criteria have not been set at Community level. Member States have already worked for use of this regulation, like, e.g., the Waste Quality Protocol in England, Wales, and Northern Ireland [16]. 

One year after the proposal of the Soil Framework Directive, the European Parliament adopted its first reading. However, in 2010, a few countries impeded the continuation of the process on the basis of excessive cost, administrative burden and subsidiarity. To date, the proposal remains on the council s table [131]. 

At the member state level, some countries, such as the Netherlands, a pioneer in the protection of soil, have their own national policies and regulations for the management of contaminated soils that were adopted before the Soil Framework Directive [132], Protection guidelines vary from country to country, and specific legislation for soil contamination only exists for some member states, including the Netherlands, Italy, Austria, France, Belgium, Germany, the UK, Denmark, Spain and Finland [128],...

Even though pharmaceutical products are, until now, not included in the list of priority or dangerous substances of the Water Framework Directive (2000/60/ EC), and thus, no environmental quality standards are stipulated (Directive 2008/ 105/EC), substances discharged into a basin should be controlled, as the same directive clearly establishes.
