A member of the central safety committee should be designated to guide and administer the JHA process. This person would use cross-functional ad hoc teams to develop and maintain diversity and expertise for development of a portfolio of JHAs. The JHA ad hoc teams would develop specific JHAs based on the risk assessment list developed using the risk guidance card. They would draw on experience and expertise of employees and supervisors in the department or area where the job resides. Process improvements may be conducted by the completion of a task or a project. A task is an activity that can be completed by the process owner with minimal cost and/or resources over a short period of time. A project is defined as temporary work to provide a product or service that is beyond the process owner s support. In general, a project requires more than one full-time equivalent (FTE), crosses over multiple functional organizations, and the duration of the effort spans over a longer period of time. Improvement status, updates, and issues should be discussed on a regular basis by a management forum or steering committee. Tasks and projects should be prioritized based on the risk against patient safety and efficacy and compliance. 

The absorption cross sections for O3 at 273 K as recommended by the 2004 JPL/NASA evaluation are given in Table 3 while measured quantum yields (Fig. 1) for ozone photolysis are given in Table 4. In addition, the JPL/NASA evaluation committee has developed an empirical equation for the estimation of the quantum yield for 0( D) as a function of wavelength and temperature (Table 5).

The instruments used for these assessments should satisfy the following criteria be age appropriate, have predictive value for long-term consequences, be adequately sensitive, have documented brain-behavior links, have cross-species generalizability, assess specific function, and be easy to administer. In addition, the committee considers that certain design features (e.g., adequate statistical power) are essential in all clinical studies. 

The other feature of the asylum grounds that is emphasized in visual representations, is the rurality of the sites, both in terms of location and function. In fact, one of the interesting observations to note from representations of Yarra Bend and Kew is that the proximity to the city or suburbs is never referenced, despite the fact that eye witness accounts indicate that the nearby city and suburbs could be clearly seen in 1858 (Report from the Select Committee upon the Lunatic Asylum, 1858 12). Further, representations of the asylum as a rural retreat, persisted well into the 20th century, even when the sites were abutted by suburbs. An example of this is the 1920 postcard of the road through Yarra Bend that crossed the Yarra River to Kew, Track to the Asylum which retains the device of the picturesque and rural in both visual and verbal language (Fig. 80.9).
