The Framework Report is intended primarily for EPA risk assessors, EPA risk managers, and persons who perform work under EPA contract or sponsorship. The terminology and concepts described in the report may also assist other regulatory agencies, as well as members of the public who are interested in ecological issues. 

Contracts have a larger risk reduction effect compared to plain risk management without using them. This can be seen by comparing with Figure 12.14.

In most countries these systems tend not to be subject to formal regulation. Nevertheless their ability to impact care means that their manufacture and implementation will benefit from chnical risk management. This will typically take the form of voluntary self-assessment or might be a requirement in a commercial contract or procurement rule.

NHS procurement policy in England requires healthcare organisations to incorporate compliance with the standard as a requirement in the commercial contract with the supplier. 

A facility may choose to use contract help with many of its risk management activities, particularly those that are labor intensive, such as writing operating procedures. Using consultants or contract workers in this manner moves away from the principles of employee participation and involvement. 

In terms of investment, the construction preparation stage index were market price stability, the stability of laws and regulations policy, site conditions, owners, designers and management factors such as the bidding process. In the construction phase, the indicators of risk factors were contract risk, complex technology, site conditions, etc. 

In Sect. 2.4.1 the CE system in the food industry with its different aspects and elements is discussed. Some examples of innovation activities are presented in terms of the framework presented in Sect. 2.3. In Sect. 2.4.2 essential properties are discussed of the food production system that is the result of or needs to be taken into account in a CE system in the food industry. Many food products are developed with a specific quality claim. To market and produce such products and to maintain the required quality level, safeguards are needed in terms of risk management through contracts. Two extremes of such contracts will be briefly discussed.

CICs are thirsty to attract trained and experienced professionals who have the knowledge about the contract administration, risk management, claim management and international project management practice (Yan, 2005 Zhu, 2006). The low salaries and poor working conditions are responsible for the unattractiveness of the construction industry to well trained people.
