The audit includes a review of the process safety information, inspection of the physical facilities, and interviews with all levels of plant personnel. Using the procedures and checklist, the team systematically analyzes compliance with the PSM Rule and any other relevant corporate policies. The training program is reviewed for adequacy of content, frequency and effectiveness of training. Interviews determine employee knowledge and awareness ofthe safety procedures, duties, rules, and emergency response assignments. Operating Basis As the SIS engineering design nears completion, the resources and skills of plant operations should be considered. At some point, the SIS is turned over to operations and maintenance personnel, who must be trained on the new SIS and on their responsibilities. Consequently, thought should be given to the content and depth of the information that must be communicated to various personnel. Strength Habitability surveys conducted at CP (command post) upon arrival of Haz-Mat team. EPA conducted surveys at CP upon their arrival. Written response plan and safety procedures implemented for Haz-Mat operations. In summary, it is not fiJse to say that industry did not make very large demands for science graduates. Despite some notable exceptions—and E. K. Muspratt has been quoted earlier in this context—industries seem to have remained content with low technical input from trained personnel. Conversely, it is not false either to put the blame on British education or the lack of it. However, when science graduates finally appeared in large numbers, it was in response not to industry s demands, but rather to the needs of a quickly expanding educational system.
