Fast forward to the present day and the hazards and uses of lead are heavily regulated by OSHA and the EPA to protect both employees and the environment. The Consumer Products Safety Commission has also lobbied Congress to ban certain products from being imported that do not meet the US. standards for lead safety to protect consumers. Toy makers around the world have been using plasticized PVC to make their products for more than 50 years. In addition to being valued because of its safety record, PVC is preferred because of the high quality of the toys that can be produced. The Consumer Product Safety Act of 1972 created an independent 5-member Consumer Product Safety Commission and empowered it to promulgate standards and labeling requirements reasonably necessary to protect consumers from unreasonable risks posed by the products subject to its jurisdiction. The statute contained a novel procedural device, called the offeror process, under which consumer groups or companies could offer to draft standards to address particular product hazards and the agency could then use the draft as the basis for a rulemaking. The EU Risk Assessment ( Council Regulation [EEC] 793/93 of 23 March 1993 )39 is well recognized as being the leading independent, transparent, and science-based system for assessing chemicals and substances in everyday use.40 The Consumer Products Safety Quality (CPS Q) Unit, formerly known as European Chemicals Bureau (ECB), is part of the Institute for Health and Consumer Protection (IHCP), which is one of the seven scientific institutes in the European Commission s Joint Research Center (JRC).41 The CPS Q is responsible for managing the risk assessment process. As will be discussed in further detail in Section 22.2.2.4.4, the EU Risk Assessment process was revoked on June 1, 2008 and replaced by the REACH Directive. [Pg.677]

Food Safety and Inspection Service (FSIS) sets standards for food safety and inspects meat, poultry, and egg products produced domestically and imported. The Service inspects animals and birds at slaughter and processed products at various stages of the production process, and analyzes products for microbiological and chemical adulterants. FSIS also informs the public about meat, poultry, and egg product food safety issues. FSIS works with the Research, Education and Economics mission area on food safety research issues and the Animal and Plant Health Inspection Service on instances where animal diseases impact food safety. FSIS also facilitates the management of US activities pertaining to the Codex Alimentarius Commission, an international organization created by the United Nations, to promote the health and economic interests of consumers while encouraging fair international trade in food. [Pg.45]
