Common process safety metrics, such as the number of process safety incidents, can provide a basis for such comparisons among facilities within an organization, among different companies within an industry, and even among different industries. The major goal of CCPS s Process Safety Leading and Lagging Metrics is to create such common definitions.

As discussed earlier in the book, common metrics are necessary for companies to compare their performance with other companies and overall industry performance. Consensus process safety metrics are only beginning to be adopted within the processing industries. Consensus process safety metrics are being developed, such as those recommended in the CCPS publication Process Safety Leading and Lagging Metrics. Pressure from within the industries and from outside stakeholders will encourage the broader acceptance of current consensus metrics as well as the development of more such metrics. PZT ceramics can be made by normal powder processing methods. The main difficulty is the high volatility of PbO. To retain as much PbO as possible sintering may be performed with the component surrounded by a lead-rich powder such as PZ and enclosed in a lidded crucible. Even with these precautions there is usually some (typically 2-3%) loss of PbO, which is compensated for by adding additional PbO to the starting batch. A note about safety lead is toxic and exposure to lead compounds has a cumulative effect. It is therefore necessary that evaporation is controlled. 

Evidence as to whether an opposite, top-down effect may apply is hard to come by, i.e., whether improvements in process safety lead to matching improvements in occupational safety. Many process safety professionals feel that such a trend does exist although it is difficult to prove.
