As part of the QC program, laboratories must conduct initial demonstration of capability that includes method validation studies and operator competence certification.

Apart from organic certifications, there are also a number of competing certifications, labels, and brands that contend for the same consumer s attention. Some of these are, like organic, also cause-related and may have been successful in part because they respond to perceived shortcomings in the standards for organic certification. The two most popular are a) Fair trade — more foeused on the human socio-economic aspects of agriculture and b) Eco-friendly — typically more comprehensive in their support for biodiversity and ecological processes.

Employee Competency Assessment and Development— Process are provided to assess individual competencies, certification needs, and development plans to avoid skill gaps and enable continuous development toward full employee potentials. 

As referred to above, most of the modules involve the intervention of a third party, the so-called notified bodies. These bodies are designated by Member States as being competent to carry out the certification tasks for which they are notified. As a precondition for their notification they must fulfil the minimum criteria which are set out in the relevant directives. These conditions vary from independence, impartiality and professional integrity, to technical competence, possession of or access to necessary facilities and to liability insurance. Once notified, the Commission publishes a list of all notified bodies in the Official Journal, It is worth noting that there is free competition between notified bodies and that manufacturers can make their own choice from all notified bodies notified within the European Union. 

A final component of a quality control program is the certification of an analyst s competence to perform the analysis for which he or she is responsible. Before an analyst is allowed to perform a new analytical method, he or she may be required to successfully analyze an independent check sample with acceptable accuracy and precision. The check sample should be similar in composition to samples that the analyst will routinely encounter, with a concentration that is 5 to 50 times that of the method s detection limit. 

An effective NDE program rehes heavily on periodic certification of the competence of its personnel (13,14). Certification programs designate levels of competence for all levels of personnel. Level I technicians are able to carry out instmctions in an NDE Level III supervisors are qualified to evaluate the needs of the test and devise a scheme that assures the desired level of quaUty or safety.

In 1991, the Verband der Automobilindustrie e. V. (VDA) published VDA 6.1, Quality Spstem Audit, a questionnaire on quality system evaluation based on DIN EN ISQ 9004. VDA 6 is a series of guides covering the basics for quality audits, auditing, and certification. They were therefore not intended as supplementary requirements to ISQ 9000 but as guides for auditors performing audits of automotive suppliers. Their intention was to improve auditor competency in the industry by providing a uniform interpretation of ISQ 9000 requirements and a common approach to automotive audits. VDA 6.1 has been revised several times and is currently in its fourth edition. There are nine volumes in the series (see Appendix A). 

To receive ISO 9000 accreditation, a certification body must meet the requirements of ISO Guide 62 and EN 45012, which invokes ISO 10011. There is normally a mark of accreditation (a Grown and Tick in the case of UKAS accreditation) that certification bodies use to signify their credibility. Once accredited, a certification body may perform audits on suppliers offering products and services within the scope of accreditation. In theory, accreditation is granted only if the certification body has expertise (i.e. competent auditors) for the particular industry sectors (EAG codes) requested. 

The trade associations will also process applications for lATF recognition and for auditor qualification. A central database of auditors will be maintained so that auditor competency can be monitored. Auditor qualification and re-qualification results, complaints, and movements will be stored so that the validity of auditor certificates can be ascertained. 

All aspects of the material s chemical, mechanical and physical properties which are included in the specification should be capable of measurement and certification. For critical duties all material supplied should be fully tested and certified by competent approved, independent test laboratories. All items of plant should be purchased with material certification. Additional certification is required in cases where the fabricator, in manufacturing an item of plant, used techniques such as welding or heat treatment which may affect the corrosion behavior of the construction materials. 

Where a competent person is to carry out the work, he must complete section 3 as the certificate holder. The authorized person then issues him the top copy, which he must retain on him throughout the period the work is being carried out. The bottom copy is retained in the register. 

In the case of IVDs that require the involvement of a Notified Body, data on performance characteristics, the results of performance evaluation and device certificates issued by the Notified Body must be included in the submission. The Competent Authorities are responsible for entering the following information in a European medical device databank, EUDAMED ... 

Check that there is a certificate for the carrying tank in which a competent person has certified it as suitable for the purpose for which it is to be used. These purposes should be specified in the certificate. 

Ensure that a current report, signed by a competent person, gives details of examinations and tests on the tank, and the interval before which further examinations and tests must be performed. This report should confirm that the tank is suitable for the purposes stated in the certificate or otherwise define its suitability.
