Because there are no drain connections at the bottom of the fuel storage pool, the spent fuel assemblies can never be exposed by an accidental valve opening or pipe break. Any stoppages that last for too long a time can cause the product to cure in the equipment. This will, of course, result in time delays and additional expense. If fast-curing materials have been selected to reduce the cost of fixtures or reduce assembly line space, the problem will be compounded.
