Through time, human civilizations have repeatedly made the same critical error the excessive exploitation of forest resources or the failure to practice forestry on a sustainable basis. The earliest recorded cases of excessive deforestation occurred approximately 5,000 B.P. in the very cradle of western civilization, Mesopotamia 19), Since that period, abusive levels of forest exploitation have severely degraded or caused the complete disappearance of forests in regions of Europe, Africa, Asia, Australia and the Americas. The ability to predict runoff and water availability is critical to water resources planners. However, the complex non-linearities of the hydrologic cycle make this an extremely difficult process. Even where precipitation is fairly well known, runoff prediction is a non-trivial problem, as land surface response depends as much (or more) on precipitation patterns and timing as on precipitation amount. This means that Australia, Malaysia and Venezuela have to invest significant human and financial resources in inspections of the supply channels in their respective countries in order to ensure compliance with the requirements of good distribution practice (GDP) and the provisions of the pharmaceutical laws. Human resources management systems for inspection differ among countries. In Australia, the same group of personnel is responsible both for licensing of manufacturers and for GMP inspection. One of the results of such an arrangement is that the different functions must compete for the employees time. A national-scale geochemical survey of Australia is under way. It applies ultra low sampling density to transported and well-mixed outlet sediments, which are expected to represent the average composition of large catchments. The NGSA will provide the first complete, internally consistent geochemical data layer for Australia and is expected to find applications in energy and mineral resources exploration. [Pg.396]
