The two main federal agencies involved in the protection of human health and the environment are the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA). EPA s principal concern is the protection of the environment, in most cases, the area outside of an industrial faciUty. There are 10 regional offices that carry out the regulatory functions of the agency (Table 1). Primary laws covered by EPA are the Clean Air Act Amendments (CAAA), the Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and LiabiUty Act (CERCLA), Toxic Substances Control Act (TSCA), and Eederal Insecticide, Eungicide, and Rodenticide Act (FIFRA).

Lactones. Physiologically active lactones such as parasorbic acid, coumarin, scopoletin, and protoanemonin occur in many plant families (Figure 2). The lactones may perform a regulatory function in the plant, and have been shown to inhibit germination and to repress root growth [reviewed in detail by Hemberg 61), Evenari 36,37), and Borner 12)]. 

Endogenous opioid peptide released both in the central nervous system and in other apparatuses of the body that have many regulatory functions, including inhibition of pain transmission. 

Somatostatin is a regulatory cyclic peptide, which has originally been described as a hypothalamic growth hormone release-inhibiting factor. It is produced throughout the central nervous system (CNS) as well as in secretoty cells of the periphery and mediates its regulatory functions on cellular processes such as neurotransmission, smooth muscle contraction, secretion and cell proliferation via a family of seven transmembrane domain G-protein-coupled receptors termed sstx 5. 

The Bureau of Chemistry is re-organised with regulatory functions now residing in the Food, Drug and Insecticide Administration. 

PO performs vitally important functions in the plant cell and is mainly associated with the oxidation of phenolic compounds and with the formation and strengthening of the cell wall (Passardi et al., 2004). PO is involved in the oxidative transformation of molecules in growth-regulating or signalling activities and - as a result - can also perform regulatory functions in the cell. Plant POs are represented by genetically different proteins with the same enzymatic activity (Welinder et al., 2002). 

Other health effects such as neuro-regulation (Butterfield et al, 2002, Bruni 1988), skin nutrition, thyroid regulatory function and regulation of blood pressure have also been reported with rice bran. However, more detailed studies are required to establish these results.

The financial sustainability of the dmg regulatory authority (DRA) is a critical factor in the continued implementation of the various dmg regulatory functions. 

While data collected about dmg regulation at a fixed point in time are static, dmg regulation itself is highly dynamic. Dmg regulatory functions are performed in response to a changing environment. This means that the current dmg regulation systems in some participating countries may now differ from the system in operation at the time of data collection. 

The framework for data collection, as depicted in Figure 2.1, lays down the focus and scope of this study. The regulation of human pharmaceuticals, as addressed in this study, has four dimensions administrative elements, regulatory functions, technical elements and level of regulation. As well as capturing the various dimensions of dmg regulation, this framework allows for comparison of dmg regulation between countries. 

Regulatory functions include licensing of persons, premises and practices, inspection of pharmaceutical establishments, product assessment and registration, QC, control of dmg promotion and advertising and monitoring of ADR. 

The level of regulation indicates the level at which the various regulatory functions are undertaken. The political stmctures of a country determine the overall governance of dmg regulation.

The existence of a regulatory function in a country does not necessarily mean that the function covers the entire range of pharmaceutical products and/or activities. Nor does it mean that the control described in the country s legislation is always fully executed in practice.
