Attainment status

The states are required to submit to the federal Environmental Protection Agency (EPA) plans, known as State Implementation Plans (SIP), showing how they will achieve the standards in their jurisdictions within a specified time period. If after that time period there are areas within the states where these standards have not been attained, the states are required to submit and obtain EPA approval of revised plans to achieve the standards in these "nonattainment" areas. EPA also designates certain areas where the standards are being met, but which have the potential for future nonattainment, as Air Quality Maintenance Areas (AQMA). Such regions have stricter requirements than attainment areas for the granting of permits for new sources of the pollutant not in attainment status.

Subsequent to Hantzsch s communication for the construction of pyridine derivatives, a number of other groups have reported their efforts towards the synthesis of the pyridine heterocyclic framework. Initially, the protocol was modified by Beyer and later by Knoevenagel to allow preparation of unsymmetrical 1,4-dihydropyridines by condensation of an alkylidene or arylidene P-dicarbonyl compound with a P-amino-a,P-unsaturated carbonyl compound. Following these initial reports, additional modifications were communicated and since these other methods fall under the condensation approach, they will be presented as variations, although each of them has attained the status of named reaction .

This paper touches on the chemistry of coal gasification and liquefaction comments on the current status of conversion processes and the influence of coal properties on coal performance in such processes and examines the contributions which coal conversion could make towards attainment of Canadian energy self-sufficiency.
