Agency support

The USEPA has estimated that the market value for remediation of non-federal facilities is 6.7 billion (1996 dollars). This estimated cost does not include costs for site assessment and studies, design, operation and maintenance, long-term responses, site management, administrative cost, other agency support, oversight of potentially responsible parties (PRPs), and enforcement activities. The estimate was based on the assumption that PRPs will be responsible for at least 70% of the cost.

Improving access, fostering appropriate use, and reducing unnecessary expenditures continues to be a challenge for the poor, the uninsured, minority groups, rural and inner city residents, and other priority populations. The agency supports studies of access, healthcare utilization, and expenditures to identify whether particular approaches to healthcare delivery and payment alter behaviors in ways that promote access and/or economize on healthcare resource use.

A survey conducted by the NSF and the NIH shows that these agencies support similar numbers of graduate research assistants (RAs) and account for over 75 percent of support from federal agencies (see Figure 4-11).

This process would be helpful for those pupils with a wide range of barriers to learning. More complex needs could have the additional multi-agency support that comes with a statement or with access to a child development centre for the early/primary years. The Agency supports the UK approach for dealing with risks to health and the environment, which takes into account the actual or intended future use of the site. This approach allows for the finite resources available to be concentrated where they are most needed and supports the principle of sustainable development by encouraging the remediation of contaminated land and the return to beneficial use.
