ADDITIONAL ADMINISTRATIVE CONTROLS

As discussed in Section 4.0 of this BIO, the documents that serve as the existing authorization basis for K-Reactor during Cold Standby and this BIO constitute the authorization basis for K-Reactor in Cold Standby. The BIO for K-Reactor in Cold Standby brings the authorization basis documents together by reference in one document. Additionally, the BIO provides supplementary information in areas such as DOE Order compliance, safety analyses, and additional administrative controls. This document, and the other BIOs discussed above, will be used to satisfy the K-Reactor Technical Specification requirement to update the SAR annually. After DOE proval of these BIOs (and any additional BIOs to cover additional missions), the authorization basis will consist of the present SAR and BIOs. 

The following adinmstrative controb are necessaiy to preserve the validity of the safety analyses assumptions in the PHA (Ref 7 6) for K-Reactor in Cold Standby and in the PHA (Ref 7>9) for the L- and P-Reactor EHsassetnbty Basins and to ensure foat -Reactor and the L> and P>Reactor Disass nbty Basins are operated wifoin the required conditions bounded tty the analyses. The additional administrative control leqiured to preserve the vafidity of the Assembly Area and-hfoderator Storage Areas PHAs (Ref 7>7,7-8) are provided in Secdon 7.2 of the BIOs for these areas (Ref 7-1,7-2). 

The K-, L-, and P-Reactor Disassembly Basins house irradiated fod and target assemblies which emit decay heat. In order for basin evaporation to remove heat such that the basin water is maintained at reasonable temperatmes to minimize corrosion, recirculation of the Disassembly Basin water through the heat exchanger is maintained in accordance with the additional administrative controls stated in Section 7.2.1 to provide mixing in the basins, however, no cooling water rill be available to the heat exchangers. Also the basin water temperature is maintained below 45 C in accordance with LCO 3.9.4.1 as stated in the K-, L-7 and P-Reactor Technical Spedfications. 

The safeguards and security-dedicated computer system at the ICPP provides storage basin and operations personnel with a detailed processing list, criticality safety with additional administrative controls, and S S with a means of monitoring process activities. In addition tO providing criticality controls, various operational plans can be readily evaluated. The computerized system has been used for the 1978 and 1980 dissolution campaigns and has proved an invaluable aid to plant operation. 

An additional administrative control should be placed on the key, such as restricting access to the key to the unit or shift supervisor, or requiring that the unit or shift supervisor specifically authorize overriding of any automatic protection provided this will not be counterproductive (i.e. it should not be time consuming) ... 

Coffentes, a BWR-6 plant, will introduce for the next fuel cycle an automatic insertion of selected control rods, in case of instability conditions, activated by the protection tystem, and S.M. Garona, a BWR-3 plant, plans to introduce some additional administrative controls.

Extrinsic wastes are more functional in nature and are not necessarily inherent to a specific process configuration. These may occur as a result of unit upsets, selection of auxiliary equipment, fugitive leaks, process shutdown, sample collection and handling, solvent selection, or waste handling practices. Extrinsic wastes can be, and often are, reduced readily through administrative controls, additional maintenance or improved maintenance procedures, simple recycling, minor... 

A chemical engineer may have a choice of inherent safety variables, such as quantity stored or process temperatures and pressures, or process safety measures such as emergency isolation valves or containment systems, all of which may greatly reduce the vulnerabilities or the consequences of intentional loss. These are in addition to traditional security measures, which may include physical security, background checks, administrative controls, access controls, or other protective measures. Visibly clean is not an acceptable cleaning criterion. A detailed, sequential cleaning procedure is advisable, for surfaces inside and outside laboratory chemical hoods and ventilated weighing enclosures. If settling of powder occurs on the floor, this indicates that material is escaping and that additional administrative and personal protective controls are warranted when using chemical fume hoods for subdivision applications. 

One factor to keep in mind when evaluating disulfiram is that its effects may be enhanced considerably if its u.se is combined with a behavioral program that in part consists of supervised administration of the disulfiram (e.g., by the patient s spouse) to the patient (Hughes Cook, 1997). This apparently addresses a major practical problem with using disulfiram clinically It typically requires daily administration of the prescribed dose, and patients tend to show poor compliance with such a regimen. Disulfiram implants have been tried as another w ay to solve the compliance problem, but their effectiveness has not been shown clearly, and the bioavailability of the implanted disulfiram has not been demonstrated in clinical trials. Additional well-controlled studies of supervised disulfiram therapy would allow us to specife the conditions under which its administration is most likely to enhance outcomes. 

Hyponatremia, often due to overhydration, is common in CKD, but usually does not require additional administration of sodium. Regular dialysis is the principal means for control of body water and serum sodium concentration in the ESKD patient. 

Even several software vendors promote a Part 11 compliant system this claim is simply incorrect. 21 CFR Part 11 requires both procedural controls and administrative controls in addition to the technical controls that a software vendor can offer. What the vendor can offer is a compliant-ready solution that is, a software application that does not disrupt a compliant enviromnent. 

While the LDL pathway for control of cholesterol uptake was elucidated using cultured cells, it also appears to be functional in vivo.
