Weapons funding

In addition to the organized and loose networks that generally fund their own activities, there are a number of states that sponsor terrorism. This is of particular concern with regards to weapons of mass destruction, because the numerous resources that can be brought to bear in state development of CBRN weapons can in turn be transferred to terrorists. Disincentives do exist to prevent this proliferation. As of October 2004, the United States lists six countries as state sponsors of terrorism Cuba, Iran, Libya, North Korea, Sudan, and Syria. Of these, five are pursuing WMD to one degree or another. Libya repudiated its WMD program as discussed below. 

Continued development of high-speed FAE weapons systems now depends on a joint service proposal. The joint service plan identifies funding specific areas of development. 

The CAC provides a vital link between the Pueblo community and the Army by providing a forum for exchanging information about chemical weapons disposal. It exists to represent community interests (U.S. Army, 2000e). The nine CAC members are appointed by and serve terms at the governor s discretion. They include local business people and citizens, a labor leader, an environmentalist, and a representative of Colorado DPHE a county commissioner presides. The CAC is funded by DoD but is independent of Army influence (U.S. Army, 2000e). 

Civilian applications are numerous, but most funding of SCWO technology has stemmed from the military s need to find a safe and effective alternative to incineration of their wastes, as well as the need to clean up mixed wastes (radioactive and hazardous organic materials) at DOE weapons facilities. For better utilization of SCWO for its application to a wide range of waste types, a better fundamental understanding of reaction media, including reaction rates, reaction mechanisms, and phase behavior of multicomponent systems is required. Such an understanding would help optimize the process conditions to minimize reactor corrosion and salt... 

Something of a dilettante alchemist, Sir Kenelm apparendy turned to the art after the death of his wife. He promoted the idea of the powder of sympathy, which, when applied to weapons, could cure at a distance the wounds they had caused. He was involved with Hartlib s Invisible College, and at one stage embarked on a life of piracy in the Mediterranean to put himself back in funds. 

One of the primary concerns that precipitated the creation of the Department of Energy/National Nuclear Security Administration (DOE/NNSA) Nuclear Cities Initiative (NCI) and Initiatives for Proliferation Prevention (IPP) was that destitute individuals in the nuclear weapons research and production complex would feel compelled to sell their knowledge to obtain funds to enable their families to survive." Similar concerns contributed to the creation of programs to support individuals involved in research and production of biological and chemical weapons. Since the assessment in this report runs counter to commonly held impressions of the Russian economy, the evidence behind our conclusions is laid out in some detail. 

Programs should be devised and funded to generate primary-source information about the weapons complexes to fill gaps in understanding... 

Second, the United States should devise and fund programs intended to generate information from primary sources (as opposed to secondary news sources) about the weapons complexes to fill in some of the gaps in the current understanding of the knowledge-diversion problem. The Analytical Center for Non-Proliferation at Sarov is a promising model for other facilities in the nuclear complex and in other complexes. 

On a more cautionary note, opposition from citizens groups could embolden those who seek to limit the effectiveness of the CWC or other international agreements. If there is strong, vocal and well-established opposition at home that is already blaming the CWC, such sentiment could be co-opted as a tool to erode its effectiveness. One can imagine homeland opposition incorporated as part of the litany of motives for decreasing funding for cooperative threat reduction to aid Russia s chemical weapons destruction efforts.
