One of the primary concerns that precipitated the creation of the Department of Energy/National Nuclear Security Administration (DOE/NNSA) Nuclear Cities Initiative (NCI) and Initiatives for Proliferation Prevention (IPP) was that destitute individuals in the nuclear weapons research and production complex would feel compelled to sell their knowledge to obtain funds to enable their families to survive." Similar concerns contributed to the creation of programs to support individuals involved in research and production of biological and chemical weapons. Since the assessment in this report runs counter to commonly held impressions of the Russian economy, the evidence behind our conclusions is laid out in some detail.

The regulation does not apply to installations owned or operated by the Armed Forces, NASA, National Nuclear Security Administration, military munitions or equipment to transport munitions. Anyone using less than 2,000 pounds of welding rod or wire per year is also exempt. 

This guide may be used by all contractors, including contractors for National Nuclear Security Administration (NNSA), for DOE Hazard Category 1,2, or 3 nuclear facilities. 

According to the previous acceptance policy established by the USDOE and the State Department in 1996, the USA could accept certain ehgible spent fuel that was irradiated by May 2006 and returned to the USA by May 2009. A revised record of decision, signed by National Nuclear Security Administration (NNSA) Administrator Linton Brooks on 22 November 2004, extended the irradiation deadline to May 2016 and the acceptance deadline to May 2019. 

Supercritical CO2 replaces hazardous dry-cleaning chemicals such as perchloroethylene. Through collaboration with Los Alamos National Lab (operated by Bechtel National, University of California BWX Teclmologies 8s. Washington Group International for the Department of Energy s National Nuclear Security Administration), Los Alamos has developed dense-phase carbon dioxide. It is used instead of solvents in the food industry to extract dyes from red chilies and caffeine from coffee. The extracted chemicals are recovered when the pressure is reduced.
