The Transportation Safety Act defines several classes of hazardous materials. Classes include explosives, radioactive material, flammable liquids or solids, combustible liquids or solids, oxidizing or corrosive materials, compressed gases, poisons, etiologic agents (hazardous biological materials), irritating materials, and other regulated materials (ORM). The act excludes firearms and ammunition. Other chapters in this book discuss hazards associated with some of these materials. [Pg.189]

Local partial confinement or obstruction in a vapor cloud may easily act as an initiator for detonation, which may propagate into the cloud as well. So far, however, only one possible unconfined vapor cloud detonation has been reported in the literature it occurred at Port Hudson, Missouri (National Transportation Safety Board Report 1972 Burgess and Zabetakis 1973). In most cases the nonhomogeneous structure of a cloud freely dispersing in the atmosphere probably prevents a detonation from propagating. [Pg.91]

The Hazardous Materials Transportation Act of 1975 (HMTA) and the 1990 Hazardous Materials Uniform Safety Act were promulgated to protect the public from risks associated with the movement of potentially dangerous materials on roads, in the air, and on waterways. They do not pertain to the movement of materials within a facility. Anyone who transports or causes to be transported a hazardous material is subject to these regulations, as is anyone associated with the production or modification of containers for hazardous materials. Enforcement of the HMTA is delegated to the Federal Highway Administration, Federal Railway Administration, Federal Aviation Administration, and Research and Special Programs Administration (for enforcement of packaging rules). [Pg.594]
